About this file
This file is a clarifying questions document related to a federal solicitation for bulk rock salt delivery to FCI Otisville. The document addresses questions and answers pertaining to the solicitation for Enhanced Road Salt (salt with sodium chloride additive) for the 2026-2027 winter season.
The solicitation seeks an estimated 350 tons of Enhanced Road Salt for delivery to FCI Otisville located at Two Mile Drive, Otisville, NY 10963. Deliveries are to be made on an as-needed basis in approximately 30-35 ton increments rather than a single delivery. The solicitation is unrestricted and was issued on September 29, 2022, with a closing date of October 9, 2022, at 10:00 AM EST. Quotes must include shipping costs, and contractors must be registered at www.sam.gov on the date of quotation. All quotes are to be submitted to Daniel Sabo at dsabo@bop.gov. The Federal Bureau of Prisons will make payments based on actual quantities delivered rather than the estimated 350-ton amount, as this is an estimated quantity only. The contracting officer can be reached at 845-386-6799 for additional inquiries. All solicitation information and amendments are available exclusively through www.sam.gov, with no hard copies distributed.

Clarifying information
· A Prime vendor with no history can support its response with relevant commercial references and the delivery record of its proposed supplier

· 25 ton deliveries would be considered.
· Deliveries can be made at any time. There is staff present 24/7.
· The third-party-payment clause should have been removed from the listed clauses. An EFT will be made for deliveries made when a proper invoice is provided to the institution.

· Delivery would ideally be 24-48 hours after order and should be made by the 48 hour mark
