About this file
This is a Single Source Justification document for a simplified acquisition under FAR Part 13 submitted by the Transportation Security Administration (TSA).
The TSA, through its Requirements and Capabilities Analysis (RCA) division and Chemistry & Explosives Branch (CEB), is procuring a preventative maintenance service agreement for an Agilent Gas Chromatography Mass Spectrometer (GC/MS) 7250 Quadrupole Time of Flight (QTOF) System located at the William J. Hughes FAA Technical Center for Advanced Aerospace. The procurement request number is PR267573B029, with tracking number JA-2026-01-1369. The contractor is Agilent Technologies, Inc., located in Wilmington, Delaware. The acquisition is structured as a firm fixed-price contract with option periods, covering one base year (FY 2026) with up to four additional option years (FY 2027-2030). The base year cost is $41,445.24, with an estimated total value of $207,226.20 including all option years. The funding source is RCA-AE under the CEB_Agilent GCMS QTOF Annual Maintenance account.
The required services include the Crosslab Silver Plan, encompassing unlimited telephone support, hardware and software maintenance, Agilent parts and consumables, repairs performed by Agilent-certified engineers, travel, labor, and annual preventative maintenance visits. These services are critical for supporting the National Explosives Detection Canine Team Program (NEDCTP) and the production of Canine Explosives Training Aids (CETAs). The single source justification is based on Agilent Technologies being the original equipment manufacturer with exclusive rights to proprietary software, diagnostic tools, service documentation, and parts. Only Agilent-certified engineers can perform required maintenance, and unauthorized third-party service may compromise equipment accuracy, warranty compliance, and operational readiness. The Contracting Officer (Melany T. Pollock, signed July 1, 2026) and Technical/Requirements Personnel (INHO CHO, signed February 5, 2026) have certified the justification.

SAP Single Source Justification
SECTION I: Introduction
The Transportation Security Administration (TSA), Capabilities and Analysis (RCA), Chemistry & Explosives Branch (CEB) and Contracting and Procurement propose to solicit and issue a purchase order based on soliciting only one source. (FAR 13.106-1 (b)(2))
The procurement request number is PR267573B029, and the Contracting and Procurement’s tracking number is JA- ‘2026’-01-1369.
This acquisition is conducted under FAR Part 13, Simplified Acquisition Procedures.
SECTION II: Description of Action Being Approved The Transportation Security Administration (TSA), through the Requirements and Capabilities Analysis (RCA) division and Chemistry & Explosives Branch (CEB), has a requirement to procure a preventative maintenance service agreement for the Agilent Gas Chromatography Mass Spectrometer (GC/MS) 7250 Quadrupole Time of Flight (QTOF) System used in the Chemistry Lab. The agreement will cover one (1) base year of service, with the option to extend for up to four (4) additional years. This maintenance service is essential to ensure the equipment is properly calibrated and operating at optimal standards to ensure the research and analysis is accurate, as this data affects how CETA is prepared, configured, and packaged.
(a) Contractor Name: Agilent Technologies, Inc.
2850 Centerville Rd Wilmington, DE 19808
(b) Type of action: Firm Fixed-Price Contract with option periods
(c) Amount: $41,445.24
(d) Type of Funding: RCA-AE, CEB_Agilent GCMS QTOF Annual Maintenance
(e) Year of funding: FY 2026
(f) Period of Performance: FY 2026, FY 2027, FY 2028, FY 2029, FY 2030
(g) Agilent Technologies, Inc. is the sole authorized provider of preventative maintenance and calibration services for their Agilent Gas Chromatography Mass Spectrometer (GC/MS) 7250 Quadrupole Time of Flight (QTOF) System, which contains Agilent proprietary software and parts that only they can provide and Agilent certified engineers who provide this service. As the original equipment manufacturer, Agilent holds exclusive rights to their service documentation, diagnostic tools, and parts. Maintenance by unauthorized third parties may not meet standards or preserve warranty compliance and instrument accuracy.
SECTION III: Description of Supplies or Services The Transportation Security Administration (TSA), through its Chemistry & Explosives Branch (CEB), requires the acquisition of the Crosslab Silver Plan for the Agilent Gas Chromatography Mass Spectrometer (GC/MS) 7250 Quadrupole Time of Flight (QTOF) System, located at the William J. Hughes FAA Technical Center for Advanced Aerospace. The requirement includes unlimited telephone support, hardware/software, Agilent parts and consumables, all repairs performed by Agilent-certified engineers, travel, labor, and annual preventative maintenance visit. These services will ensure proper operation of the QTOF System. The analytical instrument plays a critical role in chemical analyses related to the National Explosives Detection Canine Team Program (NEDCTP) and the production of Canine Explosives Training Aids (CETAs). The estimated total value of this requirement, including a base year and up to four (4) option years, is $207,226.20.
SECTION IV: Identification of the Single Source Justification
FAR 13.106-1(b) Only one source is capable of responding due to the unique or specialized nature of the work.
Brand Name Only. Note: if using “brand name”, clearly explain why brand name or equal is not a viable solution.
An urgent and compelling need exists and soliciting more than one vendor would result in unacceptable delays.
A licensing agreement is required as a part of this purchase order, which is available from only one source.
SECTION V: Description of Rationale The QTOF System plays a key role in the development of Canine Explosives Training Aids (CETA) through its sensitivity and selective detection capabilities, providing highly accurate results to support NEDCTP’s core training missions. Because the instrument and its parts are unique to Agilent Technologies as the manufacturer of the Agilent Gas Chromatography Mass Spectrometer (GC/MS) 7250 Quadrupole Time of Flight (QTOF) System, only Agilent-certified engineers can perform the Crosslab Silver annual preventative maintenance service. The specific detection system, equipped with proprietary technical components, reflects the company's decades of research and development of the system. Their components and software are exclusive to Agilent Technologies. Any deviation from using certified service providers could jeopardize its operation readiness, accuracy, and instrument reliability, potentially compromising the validity of lab results and CETA material quality. This could directly impact TSA’s ability to meet operational timelines and explosive detection standards. Therefore, continued support through Agilent’s Crosslab Silver company-certified maintenance services is necessary to sustain the performance, accuracy, and compliance of this mission-critical equipment.
SECTION VI: Contracting Officer’s Determination that the Order Represents the Best Value
SECTION VII: Market Research Description Based on market research and vendor engagement, Agilent Technologies is the original equipment manufacturer (OEM) and sole authorized provider for preventive maintenance services for their branded equipment, including the Agilent Gas Chromatography Mass Spectrometer (GC/MS) 7250 Quadrupole Time of Flight (QTOF) System. These services require the use of proprietary tools, software, procedures, and documentation that are only accessible to Agilent personnel. Using non-authorized third-party vendors may result in inaccurate maintenance that can possibly damage the equipment and invalidation of equipment performance and warranty protections.
