8. Insurance

0TB Solutions currently carries an insurance policy with limits that are below the amounts specified in the Master Contract terms and conditions. Should we be named as an ASV, we would move to update our policy to meet the stated requirements. Based on previous interactions with our insurance company (Travelers Casualty Insurance Company of America), we believe that this process will likely take more than the stated 24 hours. We believe that it would be reasonable to expect that we could complete the policy change in 72 hours. Note that we have carried insurance that exceeds the limits required by this contract in the past but reduced the policy levels as we didn't currently have the requirement to maintain those levels. This kind of insurance costs many thousands of dollars annually.

17. Subcontractors

0TB Solutions uses contractors from time to time. Given that we do not currently know the nature of any particular Task Order resulting from this contract, we cannot say whether we would definitely use a subcontractor or an employee to meet the need. 0TB certifies that, as to the State, Bidder shall retain responsibility for its subcontractors, including, without limitation, liability for any subcontractor's acts or omissions. We have a number of subcontractors with whom we have worked for many years and are an integral part of our "work-net." They simply prefer to work with us as a 1099 contractor for tax or other reasons.

Our organization’s capability, stability, and strength We are a consulting firm made up of committed individuals who are dedicated to building their careers by providing the highest level of client service. We do not operate as a staffing agency. We believe that two heads are better than one and therefore each project has a senior company executive assigned to provide a second set of eyes and give quality assurance input. This is a strong recruiting message for our potential hires. We are committed to helping our people build strong consulting skills and to supporting them in their day-to-day work. All of these factors result in powerful ability for us to attract and retain excellent people.

We were founded by and continued to hire senior people who already have significant consulting, project management and technical experience. That group of senior people has remained as a solid

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES PAGE 5 base for many years and gives us the credibility to attract additional senior or junior talent as needed.

We maintain an active network of professionals who are available to supplement our core group as needs arise. These individuals often go on to become part of the core team.

From a strategy standpoint, we do not hire staff only for a specific project or assignment. We recruit skilled individuals who are dedicated to building a consulting career. We have the goal and expectation that anyone we hire will go from project to project over the years and contribute to building the strength of our consulting practice. We provide training and operate as a consulting practice rather than a collection of independent individuals who are assigned to projects. Our team members frequently solicit expert input from their colleagues to bolster the quality of what they deliver to our clients.

We have very low overhead and as such can pay our people top dollar in the marketplace. We have an industry leading benefits package which includes comprehensive health, dental, vision, plus both short-and long-term disability, and life insurance. We contribute on behalf of our employees to a 401K retirement plan. We strongly promote work-life balance and actively seek to promote an environment where people can thrive at work while enjoying a rewarding personal life. We enjoy working together and value our colleague’s diversity and contributions.

We believe these things contribute to a firm where people feel valued and rewarded for their contributions, and where they can build their career while doing important work. Our low turnover rate is the result. All our current core team staff have been with us for four or more years (except for our current student intern), and five of our key senior staff have been with us for eight years or more. Our executive leadership team members have all been with us for more than 15 years. On the rare occasion that might need to change work assignments, we act quickly to re-distribute work and/or provide our clients with multiple options for replacing key staff.

We have done prior work in the public sector and will continue to work where and how our clients require, usually on premises, at various locations, or working remotely in alignment with safety guidelines when needed. We understand that flexibility is important in any engagement, and our size allows us to make decisions and react quickly without becoming mired in bureaucracy. Our consultants live in the greater Puget Sound area and our proximity minimizes travel and helps us stay flexible to meet clients’ scheduling needs. Should your projects require project managers or other resources on a part-time, periodic, or infrequent basis; or should an existing project require more or less time than expected, we have many options to accommodate those needs.

Project 1 / Reference 1 - Organizational Development

Our company worked on a project for a healthcare organization who knew it needed to invest in physician leadership development, executive coaching, and team development to achieve their goals.

Size of Company: Approximately 3,500 employees Length of Time: 6 Months Goals:

This healthcare client desired to measurably improve quality, satisfaction, and financial performance of care delivery in the communities they serve and realized that medical school training inadequately addressed the skills needed to be a strong physician leader. Aggressive operational goals had been set, and due to inadequate communications, collaboration, and management systems, progress was unpredictable and inadequate to meet their customers’ care delivery needs.

To achieve their mission and vision, physician leaders at each hospital site, across their geographic region and at the national/ organizational level needed to achieve operational and financial goals, communicate effectively, successfully lead multiple change initiatives and manage resistance from teams while continuing to provide safe quality care for patients. The goals of this engagement were to align operational goals between hospital sites, care divisions, geographic regions, and organizational physician teams. It would also require enhancing communication skills, teamwork and accountability between hospital-based physician leaders, regional medical directors. Leadership training essentials would be provided for physicians, to include ways to build resilience and address burnout for physician leaders.

Scope:

Desired interventions included direct leadership development, team coaching, and focused training sessions. This engagement included design, development, and implementation of a targeted two-day Regional Leadership Summit for 42 hospital physician leaders and five Regional Medical Directors from geographically disperse teams across 14 states. To ensure management and accountability systems were effective and supported continued learning, the Associate Chief Medical Officer and Regional Medical Directors team received executive coaching for a duration of six months.

Action Taken:

To achieve greatest impact, a layered support approach was developed and implemented. It included a customized leadership development program design which including three core components:

executive coaching, team development, and focused training workshops.

Executive & Leadership Development Program Design A confidential physician leaders survey was designed and implemented to provide objective and subjective information, including a skills assessment, communication barriers, and opportunities for improvement. The results of the survey were shared with the physician leadership team to support the design of customer data driven learning objectives and program design. The result was a two-day intensive team and individual coaching workshop that included focused operational planning sessions for each division, complete with hospital-based leaders reporting out their results to other divisions to ensure strategic alignment with regional goals. As perceived barriers, deliberate communications processes were designed to engage leadership from top to bottom, and accountabilities were clarified at the individual, division, and regional levels.

As part of team and individual development, focused sessions to address physician leader burnout resulted in resilience training and resources, including implementation of developed team-building exercises to encourage connection, collaboration, and to progress team cohesiveness.

Training Workshops:

Targeted leadership and organizational development courses were designed and facilitated to provide physician leaders with critical skills identified through the assessment and learning objectives process.

Courses included topics like “Managing Resistance”, which targeted identification skills to discern four types of resistance and leadership approaches to overcome each. A “Leading Change” session focused on change management and ensuring base-level and intermediate leadership capability building.

“Crucial Conversations” sessions builds awareness, knowledge and skill around managing conversations with high stakes, strong emotions and opposing opinions. All training included didactic, lecture, role plays with client specific scenarios, online and in-person learning components.

Team and Individual Coaching As a follow-up to the physician summit program design, executive and team coaching was implemented after the summit. The senior chief medical officer’s goals focused on developing leadership skills in identifying and manage priorities and implementing change management within the executive levels of the organization. Additional alignment came from providing team and individual coaching for regional medical directors to accelerate learning in communication and physician engagement. Each participant had a 360 Degree Feedback survey administered to identify strengths and development opportunities in order to purposefully incorporate these themes into individual development plans. Finally, all efforts helped identify additional future training opportunities to better equip individuals with leadership skills that would be needed to achieve longer-term organizational and division strategies, and better develop each physician leaders’ potential.

Results:

As a direct result of the leadership development program design, targeted training workshops, team and individual coaching, the organization achieved significant improvements at the employee, leader, and organizational levels. The organization experienced improved communications and strategic alignment at every level, which also positively impacted employee engagement and growing job satisfaction. Finally, progress toward achieving annual operational goals was significantly improved in just one quarter.

Project 2 / Reference 2 - Organizational Development

Our company worked on a project for an organization that improves healthcare operating margin performance by focusing on organizational development tools, approaches, and techniques.

Size of Company: Approximately 60 employees Length of Time: 8 Months Goals:

The client is a small healthcare revenue cycle performance group who desired to advance organizational maturity and performance. Executives contracted to improve leadership clarity about behaviors and expectations necessary for success and adopting a culture of service excellence across the organization, in alignment with their values.

Scope:

To achieve their service goals, the company’s Principle and Chief Executive contracted with our organizational development experts to create a customized talent development program for planning, recruiting, training, and managing performance across the company. These approaches included coaching executives, providing individual leadership development plans, and designing training services to optimize success.

Action Taken:

A comprehensive organizational talent development strategy was collaboratively developed, including values aligned and integrated leadership competencies, executive coaching, leadership development and phased comprehensive learning program design and implementation.

Executive & Leadership Talent Management Program Design Our OD expert partnered with the company executives and leadership team to clearly understand current state performance and culture gaps. Gaps were identified in competencies related to Service Excellence and Communication. From there, a customized a talent development strategy was developed to support the organization’s recruiting and retention efforts. Success competencies and metrics were designed for the individual, division, and organization. Targeted development curriculum also included individual coaching, tools, and learning opportunities to advance performance effectiveness.

To target specific competencies needed for this specific leadership team, online leadership surveys were developed and implemented, and team interviews were conducted in order to provide objective gap analysis and customized recommendations for leadership competencies. Once complete, these recommendations were validated with the senior leadership team and with external customer-based focus groups. Standardized competencies with specific success criteria and metrics were incorporated into job descriptions, performance evaluations, and development plans. Interview questions highlighting standardized behavioral competencies were also developed and implemented to improve the quality of both candidates and new hires within the organization.

Training Workshops:

Targeted training curriculum was designed, and associated content developed, leading to the program training “Foundations of Service Excellence and Service Recovery”. This content was delivered to the leadership and executive team as webinars, with both virtual and live content being facilitated. To augment the training course, leadership and effective screening tools were also developed and provided to the hiring team. In addition, the sessions were recorded for use in future leader onboarding, as self-paced leadership development courses.

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES PAGE 9

Finally, an additional two-day skills course based on the New York Times bestseller, Crucial Conversations, was also implemented. Team members learned skills needed to manage dialogue when opinions vary, emotions are strong, and stakes are high. This course provided leaders across the organization with a deep dive on dialogue and other skills needed to promote positive client and working relationships and results in alignment with the organization’s service values.

Results:

This customized program design, executive and team coaching, and targeted training curriculum delivery created an organization-wide integrated talent management program, resulting in repeatable, predictable outcomes in their talent management process. This system laid the foundation and engaged leaders through its rollout. With hiring processes standardized and improved, time-to-hire times dropped, and there was lowered staff turnover. As performance evaluation ratings improved, the leadership team had the capability to use this roadmap to strategically drive internal talent development topics to build new capabilities and cultures.

Project 1 / Reference 1 – Change Management

Our company worked on a project to modernize and implement a highly secure statewide information system in less than eleven months, foster stakeholder collaboration and adoption across 39 different groups, prior to advancing to the next project phase.

Size of Company: Approximately 35 employees Length of Time: 26 Months Goals:

An organization was facing an unbelievably tight timeline to deliver a modern, highly secure new system before a critical federal deadline. The organization knew success would depend on mobilizing stakeholder support across the state to give up their own tried and true information systems while the project team worked to simultaneously convert separate county applications to one new centralized information system in less than eleven months.

Scope:

Project leaders realized the criticality of engaging their 230 geographically dispersed stakeholders to support 4.5 million users, and eight organizations who manage 12 data interfaces that support the new information system. Processes across the state were run on 42 separate legacy systems that were not integrated, and with some network components no longer supported, exposing system security vulnerabilities. Each county had their own separate system contracts and managed their own vendor relations for support. There were no standardized business processes, no centralized oversight or governance, and no incentive for staff to collaborate across county lines.

The information system security is absolutely vital to ensure federal and state requirements are met.

Under the current culture, public trust in key business processes could be further compromised if there was any negative publicity. The prior inability of stakeholders to coordinate in real time required extensive manual processes to compensate for the lack of integrated systems. Inadequate resources to implement a centralized system could delay the ability to be prepared to comply with new laws and overlapping public activities at a time when user loads would be higher than ever tested before.
