Bidder’s Organization About Us We are an interdisciplinary consultancy integrating strategy, planning, and policy development; financial and economic analysis; and facilitation, design, and communications. Founded in 1988, our passion is working in the public interest, helping public and nonprofit agencies address complex challenges and position themselves for success.

Our Mission is: Helping Communities and Organizations Create Their Best Futures. We do this by:

• Integrating the art of effective decision-making with the science of rigorous quantitative and qualitative analysis;

• Bringing people, ideas, and analysis together to generate understanding and consensus on the best strategies and decisions; and

• Bridging across disciplines to synthesize diverse information and facilitate relationships.

We are a self-certified small business in WEBS and a federal Small Business Entity. We are a primarily women-owned business with more than 50% of our staff identifying as female.

Values. Our stated organizational Values are: Curiosity, Collaboration, Agility, and Equity. We encourage and push our staff to embody all of these Values. We socialize our Values frequently and our principal team refers to them in decision making, internal initiatives, and talking about firm culture. We actively use our Values as decision making criteria in making go/no-go decisions about the projects we take on and in hiring. We conduct annual performance evaluations of all staff, which includes an assessment of how individuals uphold and act upon our shared Values.

A hallmark of our approach is our ability to communicate complex information to a wide range of audiences, using words, numbers, pictures, and maps to convey information in accessible, understandable formats. We believe that when participants truly understand the issues and options before them, they are able to make good decisions, and then communicate and explain those decisions to the broader community.

Firm Stability. Our founder started the firm at her kitchen table in 1988. Since that founding more than 30 years ago, we have expanded the business adding clients and staff. We successfully navigated an ownership transition in 2013 when our founder retired. We have never had a contract cancelled, closed or shut down for an extended period of time, or had litigation brought against us by any client. Our staff turnover rate is below the industry average and we have dozens of repeat clients. We focus considerable attention on firm management and providing staff professional development and mentorship to attract and retain highly talented staff with diverse career opportunities.

Skagit County PUD 1 Strategic Plan (2018)

• Size of Organization: 100+ employees

• Length of contract: 1 year

Project Goals Our firm supported the development of Skagit County PUD 1’s first strategic plan. The primary goal of the plan was to identify and address significant choices facing the organization. We facilitated a planning process that engaged Board members, leadership, and line staff to achieve alignment at all levels of the organization.

Scope of Work Our team conducted interviews with Board members and other stakeholders including regional partners; conducted an all-staff survey; and prepared a summary Situation Assessment that was presented to a joint session of the Board of Commissioners and Planning Committee. Through four meetings of the Planning Committee, we developed a draft Strategic Plan for presentation to the Board.

We then facilitated development of an Implementation Framework that established a clear structure for ongoing management of implementation tasks, including identification of actionable tactics, resource needs, measures of success, and champions who are accountable for making progress.

Results The final products included an actionable Strategic Plan, with a printed two-page summary and a summary webpage, as well as an Implementation Framework. The package was adopted unanimously by the Board of Commissioners and the PUD is actively using the strategy to communicate its focus to members of the public and align Board and staff efforts. The Implementation Framework continues to be used to guide and track strategic efforts.

Puget Sound Educational Services District (PSESD) Human Resources and Organizational Development Department Business Process Review (2020)

• Size of Organization: 6 employees

• Length of contract: 4 months

Project Goals The Human Resources and Organizational Development Department (HR/OD) engaged our team to improve its organizational effectiveness and efficiency to more effectively meet PSESD’s primary goal:

success for each child and eliminate the opportunity gap by leading with racial equity.

HR/OD needed to strengthen its systems and practices to enhance its effectiveness, reduce inefficiencies, and lessen organizational strain in all phases of work. The team wanted to strengthen data integrity, enhance and improve the pre and post-employment experience for applicants as well as hiring managers, enhance employee engagement in HR services via automated processes, improve user experience by eliminating unnecessary functions and processes, and strengthen its ability to manage projects as a team.

Scope of Work Our business process review was charged with providing a comprehensive analysis of why HR/OD does its work; what is done to achieve those goals; and how, when, and where it’s accomplished, including consideration of supporting Human Resource Information System platforms and systems. The steps of our work included the following:

• Full Team Meeting 1. Facilitated development of a high-level logic model connecting the department’s activities and outputs to PSESD’s primary goal.

Logic Model Structure

Inputs/Resources/Assets “What do we have?”

Activities/Processes “What do we do?”

Outputs “What do we directly produce?”

Outcomes/Value “What value and long-term objectives do we create?”

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES PAGE 6

• Talent Acquisition and Recruitment Function Deep Dive Meeting 1. Creation of an “as-is” swim lane process map.

• Talent Acquisition and Recruitment Function Deep Dive Meeting 2. Review of the swim lane map to identify priority opportunities for process improvements and system investments that would increase efficiency or effectiveness. Following this meeting, our team independently developed a series of recommendations to address these priority opportunities.

• Full Team Meeting 2. The full HR/OD team reviewed and approved our recommendations for improvements to the department’s Talent Acquisition and Recruitment efforts.

Results Through the collaborative process mapping exercise, we identified points of churn, bottlenecks, and extraneous steps. We identified five high level recommendations, each with supporting steps, which are being advanced by the Department Director with the support of the PSESD Superintendent:

1. Eliminate Extraneous Steps

2. Consolidate Job Posting and Application Tracking Steps

3. Engage Program Staff in Process

4. Introduce Accountability for Hiring Managers in the Process

5. Identify and Track Key Metrics for Process Improvement

To support effective implementation of these recommendations, we phased short-term and mid- to long-term implementation steps. The last communication from the Department Director stated “The team has implemented a number of changes that they are excited about. We will evaluate the effectiveness of these changes over the next few months.”

1. Prepare Internally 2. Post Job 3. Screen Applicants 4. Interview Applicants 5. Make Offer 6. Prepare for

Project 1 / Reference 1 – Management and Business Analysis

Department of Public Health Foundational Public Health Services (2010 – current)

• Size of Organization: 100+ employees

• Length of contract: 10+ years

Our firm has worked on a project for the Washington State Department of Health for more than a decade. We have worked with the Department of Health (DOH), the State Board of Health, and the Washington State Association of Local Public Health Officials (WSALPHO) on a process to define foundational public health services (FPHS) in Washington state and transform the system to meet current and emerging challenges. FPHS are a subset of public health services that are defined as population-based services and activities that primarily or only government must provide everywhere.

As part of this work, we facilitate monthly meetings of a Steering Committee as they shape policy and make decisions on legislative policies and funding requests. In 2017-2018, we developed, administered, and analyzed the results of an assessment tool completed by the state DOH and SBOH and the local health jurisdictions that estimated their current spending and FTE, level of implementation of FPHS, and costs to fully implement FPHS. As part of this work, we explored various service delivery models and conducted a formative evaluation of three pilot projects funded in the 2017 legislative session. During the 2019 session, HB 1497 concerning FPHS was signed into law. For the work funded in 2020-21, we continue to facilitate the Steering Committee which now includes the American Indian Health Commission. Over the years, we have supported DOH on leadership retreats and are currently supporting Care Coordination conversations among five state agencies.

Below are details on our work on the statewide assessment.

Project Goals In 2016, Washington’s governmental public health system developed a vision to rebuild, modernize, and fund a 21st Century public health system. Given the magnitude of the current challenges and the transformative nature of the vision, transforming Washington’s public health system will be a phased, multi-year effort. To support planning, policy making, and implementation, the FPHS Steering Committee and Technical Workgroup, along with DOH, SBOH, and the Washington State Association of Local Public Health Officials (WSALPHO), worked with our firm to conduct an assessment to:

• Understand current statewide implementation and spending on FPHS.

• Estimate the cost to fully provide FPHS statewide.

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES PAGE 8

Scope of Work Information for the assessment was collected through two parallel processes, one for local health jurisdictions (LHJ) and one for DOH and SBOH. Tribal nations were not included in this assessment process because they are engaged in their own tribally driven process to define FPHS delivery framework, including their costs and gaps.

This assessment collected information through a standardized assessment tool and all participants received robust technical assistance via individual phone calls, webinars, and email to support high quality responses and valid data. While many of the services are mandated, they are partially implemented or not implemented due to lack of funding. The timeline for the cost estimate work was September 2017 through June 2018. This proved challenging as there are more than 350 activities associated with FPHS and LHJs had to estimate current spending and staffing along with estimated resources needed and level of implementation, including capacity and expertise.

Results A strict timeline and missing data from six LHJs required us to develop estimates using statistical methods and the data collected from the other 29 LHJs. In the end, the quantitative estimates helped develop a defensible order of magnitude in terms of state funding needed and the work continues to be used in the development of annual legislative budget requests. The assessment estimated additional funds needed from state government for full implementation is approximately $225 million annually in 2018 dollars. During the 2019 session, HB 1497 concerning FPHS was signed into law. There are currently two proposals from the Governor’s office related to the public health system, one of which would use a new covered lives tax to move towards fully funding FPHS.

Seattle Legislative Department Seattle Parks & Recreation - Recreation Division Performance Evaluation (2017-18)

• Size of Organization: 100+ employees

• Length of contract: 16 months

Project Goals Our firm was engaged by the Seattle City Council to conduct a program evaluation of Seattle Parks and Recreation’s Recreation Division.

Scope of Work We developed an Evaluative Framework that focused our analysis on tensions and tradeoffs among Usage and Access; Resource Efficiency;

and Program Quality and Impact.

Within this structure, we deployed staff and stakeholder interviews, best practice research, and analysis of financial and program data to describe current practices and identify opportunities for improvement in recreation programming, facility use, and performance management.

A key part of our analysis included evaluating program availability and cost from an equity perspective by comparing usage levels across the city’s neighborhoods.

Throughout the process, our work was guided by the input of a core project team comprised of Council staff, members of the City’s Budget Office and Office of Policy and Innovation, and a few key individuals from the Recreation Division.

Results Our final report and presentation to City Council focused on 12 recommendations that are being implemented to improve recreation programming for Seattle residents. Each recommendation was accompanied by annotations of anticipated benefits, resource needs, and implementation steps to make them as actionable as possible.

A significant portion of the work was designed to inform current and future Council Members about the role and functioning of the Recreation Division. A few sample graphics are included on the following page.

Quality Assurance Over the firm’s history, we have refined streamlined project management processes that enable us to deliver projects on schedule and budget, and at the highest quality levels. We have invested in our staff and internal management systems to plan, execute, and complete complex projects within very constrained schedules.

Quality assurance systems and internal review processes are in place for the duration of a project, from project design and scoping to completion of the final product. A detailed project Work Plan, including project scope, schedule, timelines, and analyst responsibilities, is established at the outset of each project. The project team holds a kickoff meeting to align team expectations, both regarding project content and the timeline according to which various components will be completed. Throughout the course of the project, the team meets regularly to share information, adjust task sequencing as needed, discuss key project challenges, and conduct peer review of work-in-progress. Other quality assurance systems and internal controls we employ include:

• A robust tracking system to monitor project budget and scope. Our Business Manager oversees budgets on a firmwide level, with project managers responsible for on-time and on-budget completion of individual projects. Time for project tasks is tracked daily, using time-tracking software that integrates with our accounting system and can deliver real-time progress and budget reports. A project manager may receive an up-to-date report of hours spent and budget remaining at any time. Monthly invoices detail hours spent by staff member and by task, and provide summaries by task by billing period, year-to-date summaries, and project balance summaries.

• We meet weekly to review key project milestones. Firm project managers discuss project percent complete, budget status, staffing needs and availability, and upcoming key deliverables by project on a weekly basis. If necessary, principals work with project manager to adjust staff workloads to optimize use of available resources.

• Emphasis on internal peer review of work products. We take great pride in our products and review them extensively before submitting them for client review. Project milestones are established to allow for review of draft documents before they are submitted to the client, and each piece of work — including data collection and management, draft analysis, final analysis, and all documentation — undergoes rigorous internal peer review. Before the final product leaves our office, a final round of review is conducted, to ensure that the writing, formatting, and report layout are all of the highest quality. This review is conducted by staff members not otherwise participating in the project in order to bring an outside perspective to the review.
