We also help teams communicate more effectively through meeting design and facilitation, visuals production, video or on-line training design, and executive coaching.
Virtual Experience We have been providing quality virtual facilitation and training since before the COVID-19 pandemic. We are proficient with Zoom, Microsoft Teams, Skype, WebEx, and GoTo Meeting and can easily adapt to our client’s preferred platform. Typically, we find it’s easiest on our clients to use the platform with
EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES PAGE 3 which they are most familiar, and we design our facilitations and workshops accordingly. We maintain licenses in Microsoft Teams and Zoom on which we launch our own programs to support clients.
We also use a variety of collaboration tools such as Miro and Mural to facilitate participant engagement, enable rapid visualization, combine the ideas of multiple participants, and engage people deeply in the co-creation of ideas and processes. We use Miro for virtual pull planning, and we use both of these tools to facilitate change management, rapid idea generation, and process visualization.
Strategic Planning, Facilitation, and Partnering From public meetings to internal planning sessions, we provide facilitation to drive broad initiatives, planning efforts, and organizational change. Each planning and facilitation process or event is designed around the needs and expectations of our clients: meetings to communicate and advance broad initiatives, strategic planning to establish a visionary framework for action, and lean events to drive necessary process improvements. We aren’t afraid to help teams tackle hard issues—we assist them in facing challenges with grace, wit, and rigor.
PLANNING AND FACILITATION
We assist leadership teams with strategic planning, work teams with workflow and process improvement, and work groups and their managers with interpersonal issue resolution. We dive deeply into issues, seeking to understand the variety of viewpoints, and we actively engage with participants to ensure meaningful participation. Both are key to finding consensus and achieving successful outcomes.
LEAN
We help organizations create new ways of integrating lean thinking and process into the important work of teams, develop strategies to drive implementation and accountability into the process, and create the necessary documentation to make lean sustainable. We also provide Lean training to help participants understand the ultimate goals of the lean effort; often these goals include the development of a lean culture in the organization.
We deploy a wide range of tools to customize lean events to fit the specific needs of each client, from well-documented lean/process improvement protocols to enable consistency across events, the use of technology to enable faster pre-session data gathering, facilitation tools to enhance the effectiveness of each event, information graphics and other tools to enable higher pre-process stakeholder engagement, and mentoring to build confidence among the lean leaders internal to your organization.
TEAM PARTNERING
Our team provides facilitation and partnering services to project teams around the world. This background informs our approach to strategic planning, making it more relevant and interesting to participants because we understand the context and goals of the strategic planning process. Partnering helps teams develop the communication structure and agreements needed to achieve success. Effective partnering is tailored to the project and measured against achieving specific project outcomes. Teams come away from partnering with a common understanding of project values and delivery expectations— and what they have to do to achieve them.
Effective partnering requires a highly skilled facilitator who understands both the technical and team challenges team members face, and who can help teams come to agreement on their rules of
EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES PAGE 4 engagement. A typical partnering process includes several deliverables such as a detailed team charter, clarified team expectations, a communication plan, a decision-making structure and schedule, a dispute resolution structure, and team partnering agreements.

Within organizations, people are starved for knowledge at a deep level. We design learning experiences through tailored training programs that transform organizations. Effective training programs support the mission, vision, and values of organizations. Our programs are unique in that we do not offer off-the-shelf training. Each program is tailored to our client’s industry, organization, clients, participant roles, and skill levels, and we implement train-the-trainer programs to build trainer skill and confidence. We support programs with beautiful handouts, information graphics, and visual media. We develop macro-outlines and trainer guides that provide lasting value for the organization. Our training evaluations are excellent across programs and organizations and show consistent, rigorous training in a supportive, engaging, fast-paced, and fun environment. Over the years, our trainings have shaped organizations for the better, developing team members to communicate effectively, lead their teams, and promote effective processes within their organizations.
We offer programs in presentation and communication skills, leadership and management, team building, conflict resolution, and negotiation, tailored for each client. Our customized training development and train-the-trainer programs provide maximum value for the training dollar.
TAILORED TECHNICAL TRAINING PROGRAMS
For specialized or proprietary processes, organizations need effective and well-delivered in-house training. We specialize in working with internal subject matter experts to translate detailed content into compelling training, and we have developed technical training for public agencies and private organizations across the U.S.
ORGANIZATIONAL RESEARCH & CLIENT SURVEYS
Good research doesn't just provide answers; it enables better questions. We focus on developing clear research goals and rigorous data gathering protocols to generate useful and meaningful results. We use qualitative and quantitative research processes and apply standard and multivariate tools to analyze data and mine data sets for meaningful conclusions. Our expertise in multiple research methodologies and analytical tools, combined with rigorous data gathering and reporting protocols, results in research programs that add value to organizations via stronger relationships and more informed decision-making.
The hallmarks of our work are in the quality of research tools, the breadth of our analytical processes, the depth of the results, and the usefulness of the documentation. Our clients appreciate how we dive deeply into data to help them get maximum value from their research programs, how we explain data to lay audiences to build greater understanding and confidence in results, and the value they receive from our detailed, useful summary documents and reports that can be used to drive organizational change.
CLIENT, CONSTITUENT, AND STAKEHOLDER FEEDBACK
Our satisfaction/perception interviews strategically gather useful information to drive operational and marketing improvements. EMPLOYEE FEEDBACK
Employees are any organization’s most valuable asset. Using both qualitative and quantitative methods, we help our clients gather detailed feedback about how their employees experience the work environment. Our research processes build trust among employees who have confidence that their confidential feedback will result in timely follow-up. Our analyses generate valid results for a deeper understanding of data trends and relationships among variables. Our reports are clear and complete, with detailed recommendations that help our clients improve employee engagement.
LEADERSHIP DEVELOPMENT & COACHING
To increase leadership capacity and better integrate leader skills and behaviors within an organization, we provide tangible feedback and coaching that helps leaders grow individually and collectively. From individual leader coaching to comprehensive leadership development programs for public agencies and private businesses, we tailor our approach to each client.
For comprehensive leadership development programs, we work with senior leaders at the firm to design and implement training and development opportunities for their company leadership and future leaders. We apply customized leadership evaluation tools and provide analysis of the results, often followed by one-on-one coaching for participants. Our clients hire us to develop customized leadership development training programs, to increase skills in topics such as leadership and management, communication and presentations, team building, conflict resolution, and negotiations.
We provide design of training processes, development of training materials, facilitation of each session, facilitation of internal training teams, and train-the-trainer programs for clients who desire an in-house program that can be used to develop multiple generations of firm leadership.
HUMAN RESOURCES & MEDIATION
We work with diverse personalities, paradigms, and frameworks for individual and team development to facilitate productive teamwork. We help our clients resolve difficult and often complex issues, working across departments and divisions, and engaging with diverse groups. Often, this includes coaching individuals and teams at multiple levels of organizations and assisting HR departments with individualized data gathering and analysis, process improvement, feedback and recognition programs, and training program development to support organizational goals. We provide responsive and flexible service on projects large and small, and we are trusted with our clients’ most critical team relationships.
TECHNICAL WRITING
As skilled technical writers, we help organizations communicate more effectively in a written form to their target audiences. From technical reports to community-focused documents, we work in partnership with our clients to define document aspirations and requirements, and create quality written materials that reflect their voice, standards, and priorities.
From collaborative brainstorming and the creation of drafts to document management services, our writers are able to quickly understand complex information/data. We often work with subject matter experts to create better technical documents, providing technical editing, document formatting, and/or layout to enhance a document’s quality. By combining strong writing and strong graphics, we further enhance messages to improve clarity and readability.

We have worked with this local government organization for more than 25 years, providing strategic planning facilitation, leadership and team coaching, leading internal mediation and issue resolution processes, developing staffing planning frameworks, developing internal training programs that included responding to an agency-wide customer service initiative, and facilitating leadership strategic planning and process improvement.
We have also provided customer‐facing consulting related to public meetings and citizen advisory groups. Each of our engagements has focused on achieving clearly defined objectives with tailored services that leverage the broad range of our expertise, including process design, facilitation, mediation, graphic design, and research. A sample of our recent work is described below:
Leadership Team Facilitation: We recently worked with the agency’s largest division to help them update their mission, vision, and values in preparation for workforce planning. We linked this work to previous pre-pandemic work to improve internal teamwork within the leadership team, including how the leadership team responds to staff challenges and needs. We are now working with the leadership team of the group responsible for portfolio management to facilitate SMEs and leaders through workforce planning, short-term strategies for meeting project needs within a challenging budget, and long-term staff requirements for future-state projects.

Customer Service: For our customer service training initiative, we worked directly with the agency’s customer service director to develop programming consistent with the strategic plan to support the agency’s customer service promise. We designed training content, scenarios, graphics, and follow‐up strategies to support the program. We provided more than 100 facilitated sessions, then transitioned the program to in‐house trainers through a train‐the‐trainer program and deliverables designed to be user‐friendly to future trainers.
To date, we have team‐trained more than 1,500 employees and designed tailored training to support specific issue resolution and training needs for multiple departments. We also developed and implemented a new tailored, research‐based program in customer service for both the public health entity that we then trained across multiple clinics in the broad service area.1
Project Management and Conflict Resolution: For one of the largest divisions within the agency, we facilitated processes to integrate project management concepts and systems into agency project delivery. Our team led the development of project management training and trained agency leadership in conflict resolution to support the project management initiative. We also led the design and delivery of training programs in performance management and performance feedback for all supervisors in two of the largest agency divisions.
We worked with multiple internal departments to help resolve significant staff conflicts at multiple levels of the organization, in some cases requiring intensive research involving one-on-one interviews, supervisor/manager coaching, whole-team intervention, and navigation of issues involving represented employees. We also worked closely with the prosecuting attorney’s office to ensure guidance was consistent with agency policy and design future facilitation and training programs to minimize agency risk.
We have transitioned table-top exercises such as this one to virtual engagement using web-based collaboration tools including Mural and Miro.
Train the Trainer: We have designed multiple train‐the‐trainer programs, including multiple new programs and programs on equity and social justice, which assisted agency leadership in evaluating and procuring future training programs. We also designed a customized program in anti‐harassment/non‐ discrimination.
1 Our reference is specifically related to this work on customer service training development and co-training with the agency’s customer service director.

We have worked with this local utility for more than 10 years supporting organizational change and leadership initiatives, including working with each of the business units to define leadership behaviors and develop standards for leadership to reduce risk to the utility and developing multiple training, training design, and program development initiatives. The team has also supported change management processes within several reorganized divisions and the human resources team and developed utility-wide programs in ethics, the legal framework for leadership, and performance management, as well as eLearning courses for employee trainings. A sample of our recent work is described below:
Leadership Planning and Engagement: Over the past ten years, we have led process design and facilitation for more than 300 leaders, worked with the utility’s asset management group to facilitate a strong relationship development process between key departments and their primary IT consultant, and we have also worked with leadership to define budgeting and project prioritization.
Workplace Expectations: We designed a training program on workplace expectations/code of conduct that was delivered by executive leaders to all 2,600 utility employees. Our team developed the course concept, all course materials, and tailored scenarios. We also provided two train‐the‐trainer programs and coaching to the utility leadership team on how to deliver the training effectively to generate excitement, changed behavior, and buy‐in.
Training Standards: We led an operational excellence program that included leadership best practices, training development, and delivery standardization. Our team developed a comprehensive train‐the‐ trainer guidebook that presented and summarized best practices in training procurement, design, and delivery for use by internal trainers and external consultants to raise the quality of training provided to utility employees. An additional deliverable included a handbook for future consultants to enable the consistent delivery of training to utility standards, delivering higher value to training participants.
Leadership Team Training: We developed a full‐day utility-branded training program based on Patrick Lencioni’s Five Dysfunctions of a Team program. The utility desired a training that used the Lencioni concepts in a tailored program that integrated existing leadership programs with the new concepts.
