Who Are We
We are a leading professional services company, providing a broad range of services and solutions in strategy, consulting, interactive (including digital & data practices), technology, and operations.
Combining unmatched experience and specialized skills across dozens of industries, government entities and all business functions, we work at the intersection of business, technology, and people to help clients improve their performance and create sustainable value for their stakeholders. Organizational Development, Change Management, as well as Management and Business Analysis are critical elements of delivering this value and therefore constitute core practice areas of our business. We are extremely global, bringing our top talent to serve clients consistently anywhere they operate. And we are extremely local, bringing local execution and market relevance to public sector and non-profit clients across the state of Washington and across the nation. It’s this ability to leverage our unique dual expertise that allows us to create the best solution for our clients; we are one of the only companies with the ability to combine and integrate our end-to-end capabilities—across strategy, consulting, interactive (including digital & data practices), and operations—with a local, industry context.
From our start decades ago, we’ve been in the business of organizational development, change management, as well as management and business analysis. As a pioneer, and now a leader, of systems integration and business integration, much of our—and our clients’—success can be attributed to our ability to address the people, process, and organizational elements of change; this is based on our strong conviction that large business transformations can only realize their intended value if people are properly engaged, enabled, and mobilized. In fact, any significant transformation requires a combination of alignment around a clear strategy, new mindsets, new behaviors, new skills, re-designed processes, and strong project management. Our commitment is to leave our clients better-off as organizations, strengthened with new capabilities that will enable them to continuously improve long after we are gone. This includes rolling up our sleeves as one team to help them solve the pressing challenges of today, as well as being thought leaders to help them anticipate and address the future needs and opportunities of their employees and communities. Essentially, we don’t do consulting to you; rather, we are trusted advisors who pursue these remarkable achievements with you.
Our public sector clients continue to affirm our approach to providing strong value and consistent, successful delivery. We’ve been able to maintain our stability and sustain our growth, growing company-wide at 3% year over year and deepening our public sector footprint by 12% year over year. In addition to growing our industry presence, we’ve grown critical capability areas, even acquiring new companies in the human capital and human experience space with employees specifically skilled and experienced in organizational development, agile change management, and data science experience to further bolster our ability to provide this expertise to state and city clients. While we value the market validation of our work, we most value the feedback we receive from our clients—both in their words and actions (e.g.
referrals and continued partnership). We look forward to continuing to bring the same focused excellence to Washington’s residents, communities, and those customers of the Master Contract.
Lines of Business
We align our work around four distinct businesses – Strategy and Consulting, Interactive, Technology, and Operations. This alignment allows us to offer our public sector clients the broad, deep skills necessary for a diverse range of services. By aligning our employees in this manner, we will make the breadth of our skills available to any potential need that the Master Contract customers face—whether building a new, interactive dashboard to track and analyze the financial impact of COVID on a state agency, delivering executive coaching to support school district staff adjust to working remotely while meeting curriculum goals, or driving end-to-end change management for a county’s cloud transformation of on-premise systems. Each line of business provides unique value to our clients, and we often assemble cross-service teams to support complex transformations.
• Strategy & Consulting helps transform the world’s leading organizations, working across top-level governmental leaders and organization executives to help them capitalize on disruption, enable competitiveness, continuously elevate performance and drive efficiency via ZBX (zero-based) or “digital government”.
• Interactive helps leading organizations improve the people (customers/beneficiaries, employees, or residents/communities) experience by designing, building, communicating, and delivering experiences across their entire journey.
• Technology provides application services, intelligent platform services, software engineering, cloud, infrastructure, and security services. It also leads our R&D activities, our investments in emerging technologies, and our ecosystem relationships.
• Operations runs business processes on behalf of clients—either for specific functions, such as finance & accounting, procurement, HR, or marketing, or for specific industries, such as banking, insurance, or health care.
We have robustly qualified people that specialize in change management, organizational development, and management & business analysis capabilities within each of these lines of business. When working with Master Contract users, we will match the right cross-functional team to the work at hand.
For example, if a state agency is seeking end-to-end organizational change management after shifting to a cloud-based workforce management system, we will be able to build a team that brings together an agile change strategist, a cloud practitioner technologist who specializes in understanding the workflow and operational impacts of cloud transformation, and a learning and communications consultant who can design interactive experiences to guide teams through the change and ensure the best user experience once the system is running. It’s working at the intersection of our lines of business, capabilities, and public sector expertise that allows us to bring the breadth of our company to customize our service and deliver with specificity and proficiency.

Industry Expertise
While we serve all industries, our expertise in the Public Service Industry Area is particularly strong.
We’ve learned that our cross-industry experience allows us to bring insight and cutting-edge thought leadership from other industries into our public sector work as inspiration. We bring our best talent to support our vast array of governmental and public sector clients. A number of our public sector consultants are former public sector executives—we know how to walk in our clients’ shoes, understand their challenges from first-hand experience, and approach solutioning from a new perspective.
Rapid change in the public sector—driven by rising consumer demands and private sector innovation—is creating new opportunities to transform. Harnessing digital technologies and collaborating with private sector "disruptors," we infuse fresh thinking and approaches to our work with clients, helping them create the innovation culture to deliver better services more affordably and efficiently as "living" governments and “living” organizations. For example, we partnered with a public health institution to develop a workforce strategy and approach that ensured the right people, with the right skills, are doing the right work to achieve the desired vision. This solution leveraged a suite of technological artificial intelligence and machine learning tools that helped our client answer their most pressing workforce questions and accelerate the execution of their new workforce strategy.
We are known for helping public sector agencies change their processes, redesign their organizations, upgrade technologies, innovate their infrastructure, and support the executive coaching and change management needed to sustain these transformations. In the past two decades, we assisted on over 1,500 efforts to devise, plan, design, and assist in implementing consolidated models in many different settings at the federal, state, regional and local level.

Experience (4 pages for each category bid) (200 points)
As requested, we are pleased to present two projects that highlight our organizational development capabilities.
Project 1: Leadership Development for Multinational Pharmaceutical Company
Project Goal The pharmaceutical industry is experiencing a myriad of changes including global pandemics, evolving patient needs, complexities with payers and providers, heightened demand for medications, and unprecedented competitive disruption.
These disruptive forces have created complex new market conditions for the client and an accelerated need for innovation and development of their workforce to protect the future of their company. Recognizing this imminent need, the client’s Global Learning and Development team was seeking to solve a challenge: What if pharma executives worked with the same agility, audacity, and focus as the world’s best entrepreneurs? This led to the creation of a program to prepare the client’s Top 200 Leaders with actionable skills and mindsets to drive the next stage of growth for the company.
Scope The client engaged our company to develop an innovative leadership development program that flipped the script on the traditional ‘talking head’ format of leadership development programs. Their ask was that we replace classroom lectures with inspiring hands-on experiences and intentionally build in time for debate-style discussion. In order to activate new behaviors, we designed experiments to support leaders with first-hand organizational situations they were facing and challenged them to ‘try out change’ to successfully address these, rather than just ‘talking about change.’
The program needed to draw on the client’s historical strength in developing and launching innovative and lifesaving medications, but also prepare leaders to challenge deeply rooted cultural and organizational orthodoxies, enabling them to think in new ways and implement new ways of working. The Executive Acceleration Experience was targeted for the Top 200 Leaders to develop actionable and measurable experiments over two months.
Actions Taken to Achieve the Goals
Our company and the client believe that inspired leaders create inspiring companies.
To foster this spirit, the program followed the design principles of multimodal learning and experimentation, exposing leaders to organizations that push the envelope in areas like inclusion, gender equality, climate change, youth-education, and the fight to end AIDS.
Company Size 71,000 Employees
Length of Time November 2018 – March 2020 (3 contracts total)
Results This experiential learning journey equipped the client’s Top 200 Leaders with new tools, skills, and mindsets to lead successfully in a rapidly changing world. Through the program, leaders launched more than 180 audacious experiments across all 5 business units that led to amazing changes in the company: from new approaches to tackling medication affordability to brand-new ways of working.
The program won 3 Gold Brandon Hall Awards in 2020 (Best Unique or Innovative Leadership Development Program, Best Advance in Executive Development, Best Advance in Leadership Development). Emerging impact of the experiments across the business units include:
• Reduction in overdue work
• Reduction in meeting times
• Reduction in procurement time
• Significant funding approved for capacity expansion
• Increase in relative sales
The Executive Acceleration Experience was delivered in Europe, Asia, and the US with the completion of 13 Cohorts. At the direction of the Executive Committee, the Client will continue to offer and expand delivery of the program across its organization.
Project 2: Leadership Development and Team Facilitation for Non-profit Global Health Organization
Project Goal Our client runs programs that target malaria, child survival, HIV, and reproductive health to make it easier for people in developing countries to lead healthier lives and plan the families they desire. With a large, diverse, and globally dispersed employee base, the client’s managers and leaders must serve in dynamic roles with immense responsibility. These executives are responsible for leading teams, setting expectations for staff, assessing and managing performance, making business and staffing decisions, and working through difficult or uncomfortable situations. These leaders are the first and primary touchpoint when it comes to employee engagement, retention, and performance. In recent years, managers have not received formal training or organizational support in line with their responsibilities.
Staff are often promoted into management roles without receiving training on responsibilities and essential skills to work as effective as leaders in these new roles.
The client’s vision for success is to empower its leaders at all levels to improve employee performance, engagement, and retention through their ability to 1) align their teams and deliver…
