Experience (4 pages for each category bid) (200 points)

Project 1 / Reference 1 – Organizational Development

As a respected contractor under the state of Washington, our company is working on a project to design a relational database for an educational service district’s (ESD’s) member educational school districts in Western Washington. Using the Statistical Package for Social Science (SPSS)+, we developed an iterative design process to obtain feedback throughout its development process, including eliciting specifications for the database field content and format, to build an innovative real-time Information System to serve the Office of Superintendent of Public Instruction (OSPI) and ESDs across the state. The project was informed by the Educational Opportunity Gap Oversite and Accountability Committee, and the database incorporated new variables to measure equity, access, and cultural relevance across mathematics, reading, science, and early-learning content areas. To initiate the database work, we developed a 10-page software development plan that outlined the management and technical processes, work plan, and project staff. The new system replaced an existing system, meaning data can be ported to the new system and validated. The new system was well received by all stakeholders because raw data entered into the system were combined to provide the information needed by OSPI, state agencies, and the legislature to make decisions used to guide state initiatives. We have written more than a dozen articles and made many presentations at national conferences, and the Information System has recently been nominated for a national award. Our information technology (IT) team provided back-end and front-end software development. We documented the database development, adhering to strict state guidelines that included workflow diagrams, a data dictionary, table structures, and other elements.

Project 1 / Reference 1 – Change Management

Our company serves as a subcontractor and supports a National Comprehensive Center to ensure the success of our client’s Native education initiative. We support this project to enhance universal and targeted resources to improve the effectiveness of state education agencies (SEAs) in more comprehensively supporting Native education, including helping SEAs to better collaborate with local education agencies (LEAs) and tribal education agencies (TEAs) and with local tribal communities. This project includes a needs assessment of SEAs, TEAs, and LEAs using a “Circle of Reflection” self-assessment process; facilitated engagement training for states and regional centers; and a process for tribal community engagement, including the development of resources and tools to build overall SEA capacity. The National Center will make these resources available to SEAs and will provide training to interested SEA and Regional Center personnel using our team of facilitators and culturally appropriate engagement and self-assessment methods and models.

Project 1 / Reference 1 – Management and Business Analysis

Our company is working on a project to support a tribal nation as it begins the process of restructuring its tribal government. We are assisting with a review of and recommendations for our client’s current organizational structure, systems, and policies and procedures; facilitating a virtual strategic planning session; and providing constitutional consulting services to support laying the groundwork for our client to create a constitution. The strategic plan will focus on the goals and objectives of the restructuring that will be useful for the organization as a whole, as well as for each department within the client’s government.

We are conducting a culturally appropriate Indigenous evaluation process to identify best practices in effective tribal governance to create a framework that will then be populated with specific guidance concerning roles and responsibilities. We are identifying the key components within an effective tribal government’s primary documents to begin to outline the initial revisions to the organizational structure, personnel policies and procedures, organizational systems and technology, and the client’s first constitution. We will then conduct an organizational capacity assessment survey of the existing governance structure, seeking candid assessments of the SWOT (strengths, weaknesses, opportunities, and threats) of the client’ governmental structure and its new constitution.

Our company uses Technology of Participation (ToP) group facilitation methods that encourage a high degree of participation during strategic planning sessions. These facilitation techniques minimize discussion dominance by a few and create an environment where participants are respected, valued, and validated. Using exercises that acknowledge and honor inclusive participation means that participants can focus on building a shared vision and commit to a focused implementation plan. Our ToP-certified facilitator will provide our company’s approach to strategic planning with the client’s leadership through a 2-day virtual strategic planning session, which will include a discussion of our client’s organizational infrastructure and where it can go from here, bolstered by an outline of a practical vision, challenges and obstacles, strategic pillars, and an implementation plan. The outcome from this strategic planning meeting will include a formal strategic plan document.

Following the delivery of the strategic plan, our company will also be conducting a follow-up 90-day implementation planning workshop to review constitutional development and will then focus the participants on implementation planning using the findings from our document review and organizational capacity assessment.

Our company is also providing executive coaching, meeting by phone with the client point of contact and other stakeholders as requested by the client to review the implementation of the constitutional development plan and to suggest metrics or strategies to improve outcomes. Our company’s facilitator, project manager, and subject matter expert/researcher attend these meetings to offer insights and suggest tools, examples, and actions for ensuring the major launch strategies are completed.

Project 2 / Reference 2 – Management and Business Analysis

Our company is working on a project for a client that provides medical, behavioral health (BH), crisis, and social services to tribal people in a five-county urban and rural service area. The client contracted our company to conduct an environmental assessment and recommend changes that will help ensure a seamless transition into fully operational digital behavioral (tele-BH) services. Our company’s

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES

environmental assessment for the tele-BH contract comprised an organizational capacity assessment (OCA) survey; interviews with six of our client’s staff members; interviews with two external subject matter experts (SMEs); and research into tele-BH reimbursement opportunities, tele-BH platforms, and accreditation implications. Our company then conducted a gap analysis and wrote a report that reviewed the assessment results and made recommendations to help strengthen our client’s capacity to provide tele-BH.

Our company also conducted a 90-minute webinar to help the client’s staff understand how their agency can enhance its administrative and clinical operations and further develop its staff roles, technology, and finance capacity.

Our company is also assisting this client in the organizational preparation for the Accreditation Association for Ambulatory Health Care (AAAHC) accreditation process. Our company’s support includes conducting an accreditation readiness assessment; developing an accreditation implementation plan;

implementing the plan via site visits, developing or revising policies and procedures, and writing job descriptions; providing a training webinar on accreditation, webinars on AAAHC standards, and webinars on quality improvement; and conducting a mock review.

Quality Assurance (4 pages maximum) (150 points)

Quality Assurance Approach

Our company applies continuous quality improvement practices to our processes, and our in-house quality control (QC) systems ensure that all deliverables and reports are accurate, readable, informative, and appropriate for the target audience. We also ensure the accuracy, timeliness, and security of all contracts. Good research and effective communications require the care and attention of every project staff member, up to and including executive management.

Our company uses a quality assurance (QA) plan—a set of procedures used to ensure that products, services, and systems adhere to a certain standard or quality criterion—for our contracts’ deliverables.

Our QA plans identify how project directors (PDs) and project managers (PMs) will consult regularly with the client through formal status reports, regular meetings, and informal telephone and in-person discussions as needed, to review deliverables, assess the team’s performance, and identify and address any issues that may arise. We have built QC into our organization at all levels by establishing service lines for each type of professional discipline and requiring that each contract undergo a regular, thorough review. Our company emphasizes excellence in project management, requires corporate monitoring, and brings corporate leadership into the oversight of each contract through our integrated contract management (ICM) process.

Project Management

Our company employs best practices in project management, including rigorous oversight for each contract, and we assign a PM within one of our service lines for each contract we are awarded. Our PMs complete required PM orientation and are supported by ongoing training and our monitoring systems to regularly report on the three fundamental pillars for excellence in project management: cost, schedule, and quality. Our company has developed a PM Handbook—which provides required templates, such as monthly report templates, work breakout structure, deliverables tracker, cost projection templates, and other tools—that enable PMs to track each of these three areas. At our company, PMs are supported by an executive vice president who provides mentorship, structure, professional discipline, and ongoing training opportunities, including PM certification support, and by a strong company infrastructure that allows us to begin project planning and work immediately upon award notification. Specifically, each contract will be supported by a corporate monitor (CM). The PM will conduct a formal contract review monthly with the CM and quarterly with our company’s Executive Management Team. Each service line maintains and uses tailored guides and checklists for staff involved in contract execution.

Our company’s PMs oversee project teams’ preparation of all documents and materials; supervise project staff and their scheduling; issue assignments; monitor project scope, budget, and progress;

oversee staff adherence to budgets and timelines; follow all applicable contracting requirements; make decisions regarding day-today execution of the contract staff responsibilities; and are the primary points of contact for clients on day-to-day programmatic and budgetary issues, working closely with the client to identify emerging trends, cost-saving opportunities, potential risks, and mitigation strategies. Each PM is required to convene weekly project team meetings, review their contract deliverables and budgets monthly with the CM, and report quarterly at the ICM meeting. For individual work plans, our company uses cloud-based platforms and tools, including Smartsheet and SharePoint, to manage milestones and deliverables. We have also implemented, through Smartsheet, a company-wide

EXHIBIT C - 2 – BIDDER RESPONSE SHEET / 01620-BUSINESS CONSULTING SERVICES

dashboard that provides our executive leadership with a real-time, comprehensive view of deliverables for all contracts at our company. Our executive leadership team also regularly conducts a thorough review of our company’s projects.

Corporate Monitoring

Our CMs provide assurance that the contract is conducted as planned, that deliverables are executed on a timely basis, and that the resources and actions required for each contract’s performance are in place as needed. In addition, our company sets benchmarks for in-progress assessment of performance regarding both execution and effectiveness. These benchmarks are founded on baselines derived from initial needs assessments and projections determined by timelines and overall goals. In combination, these milestones and benchmarks provide data for the overall contract performance and an in-progress system of checks, balances, and fine-tuning.

To maintain our company’s high standards and to ensure that the needs of our clients are met, every contract our company manages will be assigned a CM. CMs oversee contract compliance, advocate for the project team, and ensure project priority among other contracts within our company. They are also the point of contact for the client on concerns or issues, guaranteeing that the client has a direct line of communication to a senior staff member at our company. PMs meet monthly with the CM to review contracts. These meetings provide an opportunity to review the portfolio management checklist, which includes task assignments and progress, schedule of deliverables, timeliness, budget and projections, staffing levels and appropriateness, client relationship, and challenges.

Integrated Contract Management (ICM) Reviews

Our company’s QC practices are continually reinforced through our ICM process that keeps executive, senior, and project management staff directly and actively involved in contract management. Starting at the outset of each contract, our company’s project team provides contract quality assurance through our formal ICM process—one of the most valuable QC tools we use—which ensures that critical barriers are identified, contracts are managed appropriately, challenges are anticipated and proactively addressed, and action items are tracked. Our corporate officers participate in each ICM meeting with the PD and the PM to review the three pillars of project management excellence: cost (is the project on budget?); schedule (are deliverables on time every time?); and quality (do we have quality services and quality relationships?).

During quarterly ICM sessions, the PD and the PM review whether our company is on task, within budget, and performing to quality standards.
