We feel that being an integral component of the professional services provided to the state, we hire and employ consultants who understand that we serve as extended stewards of state (and taxpayer) funds.

Ability to Provide Related Services: As a premier consulting firm, we provide our clients with skilled resources that plan, manage and implement public sector projects. We have successfully assisted 35 government agencies in delivering 90 projects. Our track record reflects the skills of our consultants, who are experts in working with government and are fully qualified to provide business management consulting services on small, one-month efforts as well as large, multi-year complex projects. In addition to certifications in applicable areas or disciplines, our consultants bring an unsurpassed level of knowledge and experience concerning government programs. This includes integration of supportive and enabling technologies to best assist agencies in creating successful engagements and obtaining desired outcomes.
Our consultants are leading professionals who rely on a solid cross-industry set of experiences, technologies, and applied methodologies. Our consultants experience ranges from a minimum of three years to more than 30 years serving government.
We have created a client partnership model that is based on transparency, credibility, objectivity and sharing key knowledge with our clients. We also rely on examining and leveraging our years of direct experience as a firm and sharing and applying this knowledge with our clients. We believe one of the best practices is helping our clients leverage existing material, approaches, lessons learned and institutional capital that is readily available, and facilitating information sharing among agencies when and wherever possible.
Approach to Providing Services: We have provided business management consulting services, including organizational change management and business analysis, to a variety of government entities for over 18 years. In providing these services on over 100 contracts, we have developed and continue to refine a highly reliable set of processes and protocols that form the basis of a successful project methodology and engagement approach. One of the key differentiators in our approach is to include project management and business experts who are not only technically proficient and experienced, but also have the cross-disciplinary and leadership skills necessary to facilitate all aspects of a project. Each resource has the ability to actively engage with project and client staff, stakeholders, vendors and end-users.
Overall accountability for service delivery resides with the assigned Account Manager(s). This leadership team individual stays attuned to the main project indicators and activities, such as overall budget and project spend, quality reviews, delivery of work products against scheduled timelines, resource management, tracking of major project issues and risks, and general communication among our leadership team and with their client counterparts. The Account Manager works with their client counterpart(s) in tracking contract, budget, issues and delivery aspects for each engagement and approaches these responsibilities proactively, not reactively. They will schedule routine check-in meetings with their clients as well as with our engaged consultant(s) or consulting team to seek feedback and to verify information as needed.
We owe our success to the professional staff we have and the rigor of the processes we follow to produce superior service delivery and quality products for our clients. We use an effective and repeatable process for delivering, processing and gaining acceptance of document-based deliverables.
We were one of the first consulting firms to adopt and adapt the concept of creating a Deliverable Expectations Document (DED). A DED is a document that outlines the goals of the deliverable, the approach to complete the deliverable, an overview of the deliverable content, what is expected for acceptance, and any assumptions regarding the creation or the content of the final deliverable. This is constructed before significant energy and resources are spent on the actual deliverable with the benefits of creating a well aligned vision of expectations between our company and our client.
Approach to Organizational Change Management: We consider organizational change management (OCM) to be an integral part of every project. Implementing a new system, creating a new program, or changing a business process must address the potential or real cultural shift for those directly or indirectly affected by the changes.
Our OCM practice is founded on the Prosci ADKAR® (Awareness, Desire, Knowledge, Abilities, Reinforcement) change management methodology as well as leveraging industry best practices to increase user adoption. Change management activities include readiness assessments, building and supporting a champion structure within the agency, periodic surveys, staff training, coaching, project communications and supporting command center implementation before and after go-live.
Our firm is committed to meeting the change management needs and services commonly sought in state agencies, because we believe it is an integral part of the success formula we have seen. We have nine years of providing OCM services on nine separate engagements, and four of our consultants have earned their Prosci® Change Management certification.
In addition, all of our Project Managers practice change management as part of our project management methodology, which incorporates change management from project start. Our Project Managers provide continuous knowledge transfer and training throughout the life of the project.
Approach to Project Management: As a professional management consulting and project management firm, we have a proven project management methodology and approach that we will bring to our projects. The framework for our approach leverages the Project Management Institutes’ (PMI) Project Management Book of Knowledge (PMBOK®) principles, which we complement with our experience and the unique needs of our state government clients.
As project management practices and philosophies continue to evolve, we actively review, assess, and integrate other important and applicable project management components into our approach. The result is a successful model that is a blend of the PMI PMBOK foundation, industry-unique project management elements, and our own experience-based methodology. Our approach allows us to address diverse client needs and provides us the ability to remain highly flexible to meet the specific project objectives.
With over 18 years of business and project management analysis experience on 90 engagements, our commitment to effective project management for state agencies cannot be understated. It is the heart of what we provide to our clients, as we know it is meaningful work that leads to successful outcomes.
As information only, we have been the longest business sponsor for the Olympia PMI Chapter, going back more than 10 years and providing the highest level of sponsorship (Platinum level) – so we engage and invest in PMI’s goals for the project management discipline and in our own professional development.

The systems replaced were more than 20 years old and were used by multiple state agencies, adding to the complexity of the project. We provided business analysis, project planning, procurement support and implementation support.
The implementation was achieved over six years, in multiple phases, by providing project management and business analysis for the technical aspects of the project. The total budget for this project exceeded $80M.
Timing: This project began on September 10, 2013 and concluded on August 31, 2019; the ongoing support of the system concluded December 31, 2020.
Scope/Actions to Achieve Goals: To help the agency replace all of its systems, we helped identify, articulate and facilitate the change the agency sought to improve business and operations efficiency and effectiveness. We helped the organization meet those goals by defining potential solutions and assisting with implementing those solutions.
The following is a list of services we provided that aligns with the Department of Enterprise Service’s Solicitation No. 01620:

Results: All in-scope functionality was deployed (in multiple rollouts) through November 2018. Our work on the project resulted in a successful procurement and implementation for our client. System stabilization was reached in four months. Subsequent major system releases were supported through December 2020.
Project 2 / Reference 2 – Management and Business Analysis
Goals/Size: Starting in 2012, a team of our Project Managers assisted one of the largest agencies in Washington State with the transformation of eligibility determination for their largest customers. This effort supported a federal policy change, with strict requirements and security guidelines. The requirements included the establishment of a separate agency for benefits through a newly created agency. The project provided the system of record for determination of eligibility for the new system managed by the new agency. The budget for the work was approximately $9.8M.
This major project influenced nearly every one of the agency’s processes including operations within the field offices, interfaces among dozens of agencies and community partners, technology frameworks and platforms and rules engines. Even the level and form for conducting requirements development and testing was affected as the agency moved from a long-standing Waterfall methodology to an Agile approach.
During discovery of the second phase of this work, it was determined that a further technical foundational analysis was required. This resulted in the establishment of a revised project that included five tracks. We provided program and project management over each track.
