Our Approach Our firm’s philosophy is to partner with our clients, mentoring, coaching, and collaborating along the way to assess, analyze, strategize, and implement solutions that are scaled to the organization and have the highest likelihood for solving the business problems at hand. We focus on incremental, iterative improvements that achieve quick wins so that our clients gain confidence, apply lessons learned, and build on success. We listen to our clients and bring a partnership of mutual respect, along with advice and solutions that work. Based on our track record helping our clients succeed, 75% of our current engagements are due to repeat business while the other 25% have been awarded in the last 12 months.

Our approach is to spend time upfront in every engagement to ensure we understand the organization and environment along with the root cause of the problem to be solved. During initial discovery we work with our clients to assess available data, surveys and/or observations to clearly understand the business environment, internal and external stakeholders, and technical ecosystem. Ultimately, we apply our assessment and analytical skills to address the root cause of the problem, so the recommended solution is tailored, works in the environment and is more likely to succeed. We often find the assumed cause or driver for the problem to be solved may be something different than originally thought. We find that working side by side with our clients to gain a full understanding of the agency, its culture, goals/objectives, and stakeholder desires upfront give us the appropriate insight to ensure successful engagement outcomes. We also believe our success with securing repeat business is because we take the time upfront to understand each client. Our clients often say, “They get us.”

Experience (4 pages for each category bid) (200 points)

Project 1 / Reference 1 – Organization Development Our firm worked with leadership of a state agency that was in turmoil. New leaders combined with historical performance issues and stakeholder criticism created an environment in need of change.

Cultural obstacles, including distrust and complacency, were immediate challenges for the new agency Director and their leadership team.

Engagement Goals For the newly named agency Director new to the state and the agency, the immediate goals were to assess the capabilities, challenges, and gaps in their leadership team and to craft a mission and goals for the organization that would meet the needs of customers and constituents. Through observation, facilitation, and an interactive dialogue; our firm endeavored to build a foundation for performance in both leadership and management with the Director and the agency’s leadership team. Urgent priorities included building a collaborative, cohesive team environment among the Director’s management team and engaging employees in building a vision they wanted to be a part of.

Program Scope Our engagement included bi-weekly individual coaching with the agency director and members of the management team, participation in management team meetings, and facilitation of leadership forums.

Topics for the forums included establishing strategic direction for the agency as well as establishing a positive culture for the management team. Focus areas for coaching and meeting participation included embracing the strengths and potential of each leadership team member, and positively impacting performance and impact of key leaders.

Actions Taken to Achieve the Goals We started with a 360-style approach to assess the cultural strengths and challenges of the organization, leveraging feedback from customers and external stakeholders, peer input, and feedback from key leaders and direct reports. We defined specific outcomes for the actions (genericized for this response):

Beginning with a three-part forum to understand the voice of the customer, our firm captured needs and expectations of this key constituency. From these customer forums, we captured a Value Proposition statement for engaging the agency leadership team in a discussion on the agency mission.

A challenge for the new director: of the ten leadership roles, only two had tenure of more than a year, and only five had worked at the state for more than four years. The amount of change at the leadership level was an important influencer to trust, collaboration, and effectiveness of the team, particularly

Target Outcomes:

Based on our firm’s understanding of the agency and its customers, interpretation of the data analysis and experience with organizational transformation, target outcomes include:

1. The agency would have a sustainable, clear path to continue executing on the budget mandate

2. The agency would be seen as a trusted partner, establishing positive customer relationships with valuable customer services and solutions

3. The agency would, in both the near term and long term, deliver on sustainable, differentiated value for existing and future customers

4. Agency employees would have a clear understanding of precisely how to add value for its customers

Exhibit C - 2 – Bidder Response Sheet / 01620-Business Consulting Services given the agency staff had an average of 15 years in their role and more than 22 years working for the state. The chasm between the managerial team and the agency staff was profound.

We knew we needed this team to act as change agents within their division, so we first had to get them acting like a team. We established ground rules for leadership meetings – including being present and engaged, and disagreements were to occur within the room; outside the room, the team would represent consensus. The cultural change took discipline – we had to physically close computers and confiscate phones – and it took buy-in. The agency managers had practiced self-preservation, looking to insulate their group from the criticism aimed at their peers. We had to practice a new language – “we” rather than “you”, “us” rather than “them”. Putting all of the organizational roles on the board, we moved the pieces around to emphasize connections between organizational functions and the benefits of collaborating. A new organizational structure emerged, creating alignment between the teams, and leveraging the strengths and scope of each team to the maximum value for the agency.

We have had some hard dialogues, including learning to listen to disparate points of view and voicing conflicting opinions in a constructive way. Our firm used surveys and collaborative games to highlight the diverse perspectives and priorities of the individuals in the room and searched for common ground to draw the managers together into a unified team. We took a retreat approach with the leadership team, dedicating three-hour sessions to work through topics. We used leadership profile tools to educate the director and their staff about strengths and preferences, challenging them to embrace who they are naturally while understanding how best to operate within a team. We discussed change management, acknowledging the phases of adoption from awareness through acceptance to commitment, and looked at the various “exit ramps” of the change curve that can stymie an organization. Each leader took ownership of their place on the change curve with respect to the agency’s transformation.

Size of Company Our client is a mid-sized agency with 400 employees and annual budget of $150M.

Project Duration Our firm provided Organizational Development services starting late 2018, with the majority of the work concluded in the first 12 months. Bi-weekly leadership coaching and feedback sessions continue.

Project Results and Outcomes Acting as a unified leadership team under the new agency director, the agency aligned on a single mission and vision and rallied around a common set of guiding principles. The director earned the respect of their team, navigated through several additional leadership changes, and has begun building a voice of influence internally and externally. The organization had three common measures of success: be reliable, be responsive, and be predictable. In part due to the positive cultural and leadership work, the agency was able to respond to the needs of peer agencies when the COVID crisis hit the state. More work is to be done to maximize the potential of this leader and the leadership team, but the individuals have a better understanding of themselves and each other and are equipped with tools to continue to lead and drive change.

Project 2 / Reference 2 – Organizational Development Our client, an executive-cabinet level state agency, grappled with how to lead the organization through modernization and replacement of antiquated technology. The agency culture was stable, healthy, and capable of maintaining the existing way of doing business but pivoting to more innovative service delivery was a challenge. We partnered with agency leadership to lay out a strategy focused on measuring the organization and customers appetite for change, assessing the capability and capacity for executing change, and testing the organizational readiness to sustain the change. Through facilitated sessions and coaching with executives and key managers, the agency agreed to establish a cross-functional team accountable for all aspects of processes, people and technology related to the initiative.

Our firm collaborated with the agency to develop the leadership and operational teams to support initiation and execution of a multi-biennium replacement of the agency’s mission critical system used by nearly 1 million users and processing $4B in transactions annually.

Engagement Goals Key engagement goals included the following:

1. Develop a comprehensive approach to envision and execute the agency-wide program;

2. Enhance the client's leadership voice and message to internal and external stakeholders;

3. Define vision and guiding principles;

4. Optimize processes for feedback and prioritization; and

5. Equip the organization to execute their program roadmap.

A critical focus of our engagement was leveraging and building on a healthy culture to maximize impact for their internal team and system users throughout the…
