Performance Work Statement Repair and Maintenance of Entry Control System

FA452822QTR01

1.0. DESCRIPTION OF SERVICES:

1.1 The contractor shall install and conduct annual repair or Preventative Maintenance Inspections (PMI) of software controlling the Entry Control System for the secure areas within the Missile Headquarters Building, Missile Operations Building, and the Missile Wing Vehicle Barn.

This requires the contractor to have full access to the proprietary software rights of the system installed. These service actions will ensure the capability to maintain, sustain, and make changes to the database and all components of the data within the Entry Control System and the installed software. Entry Controlled System software should be open.

1.2 Work will need to have one central point of control for two separate buildings and 20 doors.

a. MOB- 16 doors (11 existing, 5 new doors)

b. MW HQ- 4 (2 existing, 2 new doors)

1.2.1 Optional addition of third building and 4 doors

a. MW VB- 4 doors (building currently has no capabilities)

1.3 The training of 91 OSS personnel in the use of the system is also a part of this effort. Training in the key management functions of the system includes but is not restricted to, group management actions, time management for all keys and doors, and full report capability. The contractor shall also train on the ability to recover the database after a complete failure of the system by the user.

The contractor shall provide all user level passwords in order to configure the personnel listings, key cards, and group functions.

1.4. PMI will include the following:

1.4.1 Annual site visits to ensure system is operating to full capacity.

1.4.2 Ensure that door card readers are functional and replaced as required to maintain currency.

1.4.2. Software evaluation across all DPU and the CPUs, Validate database operations and ensure system backups are completed.

1.4.3. Hardware evaluation of systems – Ensure the door processor units are operating properly and still supportable.

1.4.4. Provide software training for new personnel assigned to manipulate data and perform data reports and backups.

1.5 Contractor will move current system and components from room 1025 to room 1043.

2.0. CONTRACTOR SUPPLIED MATERIALS:

The contractor shall provide all materials in order to perform this service. This includes all technical data, tools, support equipment, shop parts, cables, connectors, and tools to make all repairs on the Entry Control system and the controlling software. The contractors shall also provide any materials needed in the training effort for 91 OSS personnel.

3.0. GOVERNMENT SUPPLIED MATERIALS:

3.1. Entry Control System: The government will make available to the contractor access to all areas as needed containing the hardware components. The government will also provide computers, monitors, and printers that are dedicated to the operation of the Entry control system in all facilities. Computers, monitors, and printers will remain the property of the government.

Disposal of this equipment in the case of failure will remain with the government.

4.0. AREA PREPARATION:

4.1. Door Control Equipment Preparation. The government will coordinate and ensure the required computer hardware is in place prior to the contractor’s start of the installation.

4.2. Work Site Preparation. The government will perform a security check of the office area where the contractor will work prior to the start of work in order to control all information contained in that office in compliance with all OPSEC requirements.

5.0. WORK SITE LOCATION:

5.1. The work site location for this service is within restricted access areas. The Missile Procedures Trainer (MPT) offices and the Emergency War Order (EWO) offices are located in these controlled areas. There is also as part of the EWO system a Door Processor and key readers located in the MRC area, another controlled area. The contractor must process through these areas to enter the rooms where work will be performed. Escort by the government will be provided.

6.0. SECURITY REQUIREMENTS

6.1. Visitor Pass. Minot Air Force base is a closed base. All personnel entering must have a specific permission of the installation commander for entry. This permission is granted when the contractor and employees are issued a Visitor Pass.

6.1.1. The contractor will submit a listing of employees information to the 91 OSS Security Manager’s office at least 10-days prior to start of the project. The list must contain the following information on each employee:

6.1.2. Any employees with previous felony arrests will be denied access to the base, any employees with multiple misdemeanor arrests may also be denied base access.

6.1.3. Once the 91 OSS Security Manager completes the required background checks for base entry, the unit will contact the company informing them that their employees can come to the Main Gate of Minot Air Force Base to be issued a visitor pass. The 91 OSS will then process an Entry Authorization Letter to be posted at the entry to the EWO/MPT bay showing contractor identification and escort requirements.

6.2. Contractor Access to Worksite. Once the contractor is process into the EWO/MPT bay there should be minimal restrictions to the work site anticipated. EWO/MPT personnel may restrict or deny access based on real world security matters as required by directive of wing leadership or AFI.

6.3. Reporting Requirements. Contractor personnel shall inform base security forces of any information or circumstances which they are aware may pose a threat to the security of DoD personnel, contractor personnel, and government resources.

6.4. Damage to Government Property. The Contractor shall notify the government when damage to government property is discovered. Any damage to government property caused by the Contractor shall be repaired or replaced by the Contractor at the Contractor’s expense. The Contractor shall annotate on the inspection report, the damage, the cause of damage (if known) and a proposal for repair.

7.0 GOVERNMENT FURNISHED PROPERTY:

7.1 General. The Contractor shall not use property provided by the Government for any purpose other than in the performance of this contract.

7.2. Availabilities of Utilities. All reasonable quantities of utilities shall be made available to the contractor without cost. Any temporary connection of lines that may be used required or removed by the contractor will be at the contractor's expense. Temporary connection shall follow existing lines of the building and shall be installed safely IAW standard commercial practices.

8.0. GENERAL INFORMATION

8.1. Hours of Operation. Standard hours of operation will be followed (0800-1600, Monday through Friday). Should the contractor wish to work outside the standard hour’s coordination and approval of the 91 OSS is required.

8.2. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, actual alert, or federal holidays will be accomplished as soon as possible after the reopening the base.

9.0. SPECIAL ENTRY QUALIFICATIONS. The contractor must supply all information required for the preparation of an Entry Authorization Letter (EAL). The EAL must contain full names and social security numbers of all personnel working for the company that will go into the secure area. When personnel require entrance into any of the controlled areas, two forms of picture identification must be presented and the information on the identification must match the EAL information. Credit cards are not acceptable identification.
