General Information
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a(n) Request For Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This acquisition is set-aside for 100% Total Small Business Competition

The Small Business Size Standard associated with this NAICS is $22.0 Million
Requirement Information Description:
The contractor shall install and conduct annual repair or Preventative Maintenance Inspections (PMI) of software controlling the Entry Control System for the secure areas within the Missile Headquarters Building, Missile Operations Building, and the Missile Wing Vehicle Barn. This requires the contractor to have full access to the proprietary software rights of the system installed. These service actions will ensure the capability to maintain, sustain, and make changes to the database and all components of the data within the Entry Control System and the installed software. This is a request for one (1) year of preventative maintenance with four (4) option years.
Place of Delivery/Performance/Acceptance/FOB Point:
The Place of Performance is Minot AFB, ND 58705 - within the Missile Headquarters Building, Missile Operations Building, and the Missile Wing Vehicle Barn. (exact customer address will be provided in the resulting contract). Work will need to have one central point of control for two separate buildings and 20 doors. **Please provide an optional addition of third building and 4 doors

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:
1. Questions may be submitted to the POCs and Contracting Officer listed above no later than 10 FEB 2022. Questions submitted after this date may not be answered.
2. Quotes in response to this solicitation must be submitted via email to the Contracting Officer listed above no later than the established deadline.
3. Quotes must be valid through 31 MAR 2022.

Evaluation Criteria
FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
TECHNICAL CAPABILITY - An offeror’s quotation will be considered technically acceptable if it meets the specifications in the Performance Work Statement. Quotations that do not meet these requirements will be considered unacceptable and therefore under the evaluation process will not be considered for award.
PRICE - price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
