About this file
The document is a Technical Evaluation Criteria for an Electric Warehouse Equipment contract issued by the Centers for Medicare and Medicaid Services (CMS). The solicitation (OSFLO-393-2025-0025) seeks a fixed-price contractor to provide power equipment lease and maintenance services for electric-powered warehouse equipment, including forklifts, batteries, and chargers. The procurement will be conducted using Simplified Acquisition Procedures with a dollar threshold of $250,000, with a performance period of one base year and one option year.
The technical evaluation will assess proposals across four key criteria: 1) Technical Understanding, which examines the offeror's comprehension of the Statement of Work and potential challenges, 2) Personnel Qualifications, evaluating staff expertise and experience, 3) Management capabilities, including problem resolution and data protection, and 4) Price evaluation to ensure fairness and reasonableness. Vendors must submit complete technical literature, terms and conditions, and a comprehensive price quote by April 27, 2025, at 10:00 am EST to renee.wallaceabney@cms.hhs.gov. The contract will be awarded to the responsible offeror with the "lowest price technically accepted" proposal, and partial quotes will not be considered.

Technical Evaluation Criteria
The Government intends to award a single Firm Fixed Price Task Order resulting from this RFQ. The task order resulting from this RFQ will be to the responsible Offeror whose proposal represents the “lowest price technically accepted” after evaluation.
1) Technical Understanding The government will evaluate each offeror’s submission to assess the offeror’s understanding of the SOW, nuances specific to warehouse equipment leasing and maintenance, and any possible challenges that the offeror might face and proposed solutions to overcoming those challenges. The government will consider the proposed approach in terms of any negative or positive impact on the completion of the requirement. The government will also consider the level of detail provided by each offeror that demonstrates a high level of expertise beyond textbook responses that might be applicable. The government will also consider each offeror’s documentation of the interrelationship between this effort and others already out in the field, others in relation to this same or similar model programs, and any other pieces of information that the offeror feels pertinent to raise and address.
2) Personnel Qualifications The government will evaluate each offeror’s proposed staffing levels and skill mix to assess competency, appropriate time dedication and relevancy of experiences to this work as required in the SOW. The government requires that resumes of staff and consultants reflect not only academic qualifications but also actual experience in similar tasks. If subcontractors are proposed, information is provided to support the qualifications and role of the subcontractors as well.
3) Management The government will evaluate the offeror’s demonstrated ability to manage all aspects of the proposed effort including technical performance, time and delivery constraints, quality of work, cost, communications and subcontractor(s). The government will evaluate each offeror’s demonstrated ability to identify, address, resolve, and communicate problems (including conflicts of interest), and to maintain a positive working relationship with the appropriate CMS personnel. In addition, the government will evaluate each offeror’s management plan to ensure appropriate and sufficient procedures for the protection of proprietary and confidential data and analysis related to this SOW. Within these criteria, the government will also evaluate If personnel are proposed for this effort are already engaged in other RMADA efforts or others within the CMS contracting environment, the offeror’s plan to ensure no negative impact on any of the efforts based upon resource sharing.
4) Price (Base Year and each Option Year) In addition to the criteria above, the government will evaluate each offeror’s proposed price/cost to ensure that it is fair and reasonable against the requirement.
