About this file

This is an Invitation for Bid (IFB) issued by the City of Orlando Procurement and Contracts Division for Orlando Venues Event Conversion Services (IFB23-0283). The solicitation requests bids from qualified firms to provide event conversion services, including event sets, chair sets, chair strikes, and miscellaneous event labor support for Orlando Venues facilities, which include the Amway Center, Camping World Stadium, Tinker Field, CWS Complex parking lots, Festival/Sport Fields, Harry P. Leu Gardens, and The Mennello Museum of American Art. The bid was issued on June 24, 2023, with a non-mandatory pre-bid conference scheduled for July 7, 2023, and a bid due date of July 27, 2023 at 2:00 PM. The contract term is intended to be three years with the possibility of four additional twelve-month renewals, for a potential total contract period of up to seven years.

The pricing proposal is structured as hourly rates for event conversion crew labor staff, with three line items: Crew/Lead Supervisor (1,500 hours), Crew Laborer (8,000 hours), and Crew Forklift Operator/Laborer (1,000 hours). The solicitation requires electronic bid submission through the City's e-Procurement Portal, with paper responses being deemed non-responsive. Bidders must complete multiple attachments including references, certification forms, conflict of interest disclosures, and insurance certificates. The City will evaluate bids based on responsiveness, responsibility, and lowest total bid, with the potential to award on a per-group or per-item basis. The solicitation includes requirements for background screening, insurance, living wage policy, and compliance with various state and local regulations.
