About this file

This document is a vendor guide for submitting a quote in OregonBuys, the state's online procurement system, for a contract opportunity related to archival storage containers and reinforced letter-size archival folders. The contract is being solicited by Marion County and the City of Salem, Oregon. The bid is for 500 archival cubic foot storage containers and 3,000 reinforced letter-size archival folders. Vendors must be registered in OregonBuys to submit a quote. The guide outlines the steps for creating a quote, including entering pricing information, responding to required questions, and attaching any necessary documents. Vendors are instructed to review the terms and conditions associated with the bid solicitation and to submit any questions through the Q&A process in OregonBuys.

The bid solicitation requires vendors to indicate whether they are a "resident bidder" in the state of Oregon, which means they have paid unemployment or income taxes in Oregon during the 12 months prior to submitting the quote and have a business address in the state. Pricing terms, funding sources, and any set-aside requirements are not specified in the provided information.

How to Create a Quote in OregonBuys Creating your quote On the summary tab, go to the bottom of the screen and select “Create Quote”.

General Tab Only the “Description” field is required. Payment terms are typically specified on the Bid Solicitation. Click “Save & Continue”.

A new required field (Resident Bidder) will pop up. A Resident Bidder means a bidder that has paid unemployment taxes or income taxes in the State of Oregon during the 12 calendar months immediately preceding submission of your Quote, has a business address in this state, and has stated in the bid whether the bidder is a “resident bidder”[footnoteRef:1]. Select the appropriate response and click “Save & Continue”. [1: See ORS 279A.120.]
