How to Create a Quote in OregonBuys Creating your quote On the summary tab, go to the bottom of the screen and select “Create Quote”.
General Tab Only the “Description” field is required. Payment terms are typically specified on the Bid Solicitation. Click “Save & Continue”.
A new required field (Resident Bidder) will pop up. A Resident Bidder means a bidder that has paid unemployment taxes or income taxes in the State of Oregon during the 12 calendar months immediately preceding submission of your Quote, has a business address in this state, and has stated in the bid whether the bidder is a “resident bidder”[footnoteRef:1]. Select the appropriate response and click “Save & Continue”. [1: See ORS 279A.120.]

Items tab
Enter in pricing information. This will “uncheck” the No Bid / No Charge boxes.
If there are questions for items, click on the item # (green text) and provide your answers. You’ll know that item-level questions exist when you see this error message:
Once you click on the item #, the questions show up at the bottom of the item information.
Questions Tab Answer all header-level questions. If you have any concerns about the questions, or need clarification, please submit your questions to the Buyer (see the How to Submit Questions section).
Subcontractors Tab The subcontractors tab is used by the buying agency to “designate” “mandatory-use” subcontractors. This message does not imply that the vendor cannot use subcontractors to complete the work.
Notes Tab
Terms and Conditions Tab
The terms and conditions for the Bid Solicitation will show up in the attachments. Review them and respond accordingly. If the answer isn’t “Yes”, then you must explain using the comment box provided.
Attachments Tab
Summary Tab
You’ll know when it’s been submitted when the status on the summary tab shows “Submitted”.
If you want to revise your quote, you must first withdraw it and resubmit.
How to submit questions (Bid Q&A) From the Summary Tab, click on the “Bid Q&A” button.
Once the agency responds, the vendor should receive an email (sent to the email address for the vendor’s bid mailing address). To follow-up on Q&A at any time, simply click the “View” link under “Bid Q&A” (see below).
