About this file

This document is Addendum No. 2 to the Invitation to Bid (ITB) for the EOYCF FLAT RE-ROOF PROJECT, a contract opportunity issued by the Oregon Department of Administrative Services on behalf of the Oregon Youth Authority. The addendum modifies the original scope of work, specifications, drawings, requirements, and deadlines for this project to construct a flat roof replacement at the Eastern Oregon Youth Correctional Facility located in Harney County, Oregon. Key updates include changes to asbestos abatement licensing requirements, expanded work hours, clarification on roof area measurement, conduit modifications, use of roof drain inserts, and a correction to the drawing sheet index.

The project is estimated to replace approximately 17,130 square feet of roof area. The bid opening date is June 29, 2022 by 2:00 PM Pacific time. Requests for clarification or protests of the addendum provisions must be received by June 23rd. The addendum indicates the contractor does not need to include the services of an electrician, as the Oregon Youth Authority will self-perform any required electrical modifications.

On-Site Question

Q: Is there an estimated total area of roof replacement?

A: The roof area is calculated to be 17,130 sf. It is the contractor’s responsibility to verify such number.

4 On-Site

Q: There are parapet cap mounted conduits that will be in the way during parapet cap replacement.

A: Temporarily reposition existing conduit by removing attachments and raising parapet above area of work as required. Reinstall as originally positioned. In instances where such method cannot be successfully done, the OYA will facilitate removal and re-installation.

5 On-Site

Q: There are electrical conduits that penetrate the existing flat roof which run vertical along the roofs surface. The existing positioning doesn’t provide enough clearance or conduit leeway for re-roofing or proper penetration flashing.

A: Prior to the contractor’s anticipated start date, the OYA will extend roof penetrating conduits 8” to allow proper flashing. Alternatively, the OYA may relocate such conduits below the roof.

6 On-Site

Q: During construction if there are electrical conduit or conductors that need to be disconnected or modified, does the contractor need to hire or anticipate hiring an electrician to perform the work?

A: The OYA will self-perform needed modifications by on-site personnel. The contractor does not need to include the services of an electrician for this project.

7 On-Site Question / Drawing Modification

Q: The contract documents show removal and replacement of roof drains and roof drain bodies. Can roof drains be retrofitted with a roof drain insert?

A: Use of ‘OMG Roofing Products’ Hercules Roof Drain inserts can be used in lieu of roof drain replacement.

8 On-Site Verification

A core sample of the main roof assembly was taken by a contractor during the pre-bid walk. The assembly consists of existing Modified Bitumen roofing material with 4” of insulation below (insulation sits directly on metal roof deck). The existing assembly does not have a vapor barrier nor dens-deck underlayment.
