Summary of Files
This is a Notice of Intent to Establish Contract and a related Notification of Opportunity from Marion County and the Oregon Department of Transportation (ODOT) Commerce and Compliance Division. Marion County issued solicitation JV1468-23 for GPS Electronic Monitoring Services with a release date of November 16, 2023, and a response due date of November 27, 2023, at 4:00 PM PST. Concurrently, ODOT Commerce and Compliance Division is establishing Service Agreements with Training Service Providers to deliver Motor Carrier Education Training Services under Special Procurement #41112. The training program requires providers to deliver an 8-hour comprehensive curriculum covering Motor Vehicle Registration, Weight-Mile Tax, Size and Weight, and Motor Vehicle Carrier Safety. Training must be offered at least monthly through in-person classroom instruction or live online webinars. The contract has a five-year term with a posting date of November 16, 2023, and a due date of November 16, 2028. Responses to both opportunities must be submitted through the Marion County Procurement Collaboration Portal at https://contracts-marioncountygcc.msappproxy.net/gateway/, requiring vendor account creation 15-30 minutes prior to submission.
Qualified Training Service Providers must demonstrate at least 10 years of motor carrier industry experience, with individual trainers possessing a minimum of 5 years of teaching experience or subject matter expertise. Providers are permitted to set their own pricing, schedules, and training locations, with the ability to assess fees directly to students. ODOT will publish provider fees on its website. The procurement does not specify explicit set-aside designations, and no incumbent vendors are identified, allowing small businesses and disadvantaged enterprises to compete. Providers must utilize the ODOT Motor Carrier Education Manual, submit all training materials for ODOT review and approval, maintain a website with course information, and submit monthly student rosters. ODOT reserves the right to conduct unscheduled audits and terminate providers for noncompliance.
