About this file

This is a Request for Information (RFI) issued by the Oregon Secretary of State's Elections Division in coordination with the FBI's task force on Threats to Elections Officials, seeking vendor capabilities and cost estimates for a security video infrastructure project at ballot drop boxes across Oregon. The project aims to implement permanent live camera video feeds, storage solutions, and additional security measures at approximately 215 outdoor ballot drop boxes statewide, with an anticipated opt-in participation from approximately 24 Oregon counties. Vendors were required to submit documentation including organizational summaries, descriptions of how their solutions align with the stated business goals, product and service offerings, information on subcontractor relationships, regulatory considerations, estimated cost ranges, and recommendations for a potential future RFP. Responses were due by 5:00 PM Pacific Time on June 24, 2022, and should have been directed to Phillip Andrews at Phillip.andrews@sos.oregon.gov or via cell at 971.600.6269. The project seeks to establish live video feed viewing capabilities for county elections offices, provide media storage for up to two years of video retention, and enable SoS to view live feeds from all participating county locations.

Funding for this initiative will be provided through the Edward Byrne Memorial Justice Assistance Grant (JAG) Program, with the Oregon Criminal Justice Commission serving as the state's granting agency. The RFI is exploratory in nature, intended to inform the grant application process and gather market intelligence on vendor capabilities and pricing before issuing a competitive solicitation. All submissions are considered public records subject to inspection, and vendors are responsible for all costs associated with submitting responses. No specific pricing constraints or set-asides were identified in the RFI, though the document emphasized that successful implementation should demonstrate program success to support future funding requests from the Oregon Legislative Assembly.

Request for Information #S-16500-00003496 Vendor Capabilities and Estimates for Elections Division Grant Application Submittal

Purpose

The Oregon Secretary of State’s Elections Division (SoS), in coordination with the FBI’s task force on Threats to Elections Officials, will be pursuing grant funds that are being made available for specific elections security issues in states. The task force is making the funds available under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program. Oregon’s granting agency for the funds is the Criminal Justice Commission.

In order to better complete the grant application and receive funding, SoS is seeking information on vendor capabilities and cost estimates.

If SoS’s grant application is accepted by the grantor, then SoS intends to use the funds to solicit competitive offers for video feeds and storage at various ballot drop boxes across the State of Oregon.

Project Details:

Some Oregon Counties currently have solutions for capturing, storing, and retrieving video feed at their outdoor, permanent ballot drop box locations. Many Counties do not have a similar solution in place, but desire to have a similar or equivalent solution.

Upon receiving funds, SoS intends to solicit proposals and award a contract to a vendor that will work with SoS to coordinate with opt-in Counties to implement, maintain, and support security video feeds. It is preferred that the video feeds are both live and stored for later retrieval.

Ballot drop box locations are located on both public and private properties throughout the State. There are approximately 215 outdoor drop boxes across the state that would be eligible for the increased security measures contemplated in the grant application.

Business Goals:

1. Install permanent live camera video feeds at County locations across the state that opt-in. SoS assumes that approximately 24 Oregon Counties would opt in.

2. Ensure video feeds can be viewed by county elections offices with connections necessary.

3. Provide media storage needs for each drop box location.

4. Retain and be able to retrieve video feeds for up to 2 years after recording.

5. Provide additional security measures for existing or future outdoor drop boxes, such as solar motion-activated lighting or remote operated aperture closures.

6. Program success that enables SoS to request ongoing funding from the Oregon Legislative Assembly.

7. Propose options for ability for SoS to view live video feeds at all remote County locations that are part of the SoS’s program.
