About this file
This is an options pricing schedule document for a grounds maintenance contract issued by the City of Tampa Parks and Recreation Department for special events parks and city-owned properties. The document outlines unit pricing options that contractors may submit for additional maintenance tasks beyond the base contract scope. The pricing categories include mowing and cleanup services (per 1/10 acre), landscape bed maintenance (per square foot or per plant), mulch application with markup percentages, herbicide treatment (per square foot or linear foot), tree pruning by size category (8-20 feet and over 20 feet), granular and liquid fertilizer application, sodding by grass variety (St. Augustine, Bahia, Bermuda, and Zoysia), plant replacement with material cost plus labor, debris and trash removal (by weight), special litter pickup, and exceptional special maintenance tasks charged on an hourly basis per worker. The contract covers approximately 61.3 acres across nine designated parks with mandatory site inspections and pre-bid meetings scheduled for February 24, 2026, at 9:00 a.m., and sealed bids due by 3:00 p.m. on March 13, 2026. The contract term is one year from the effective date with options for renewal for three additional one-year periods through mutual written agreement and unilateral City extension rights for up to three additional thirty-day periods.
The City of Tampa offers a five percent bid discount (capped at $10,000) for certified Small Local Business Enterprises (SLBEs) for evaluation purposes only, with an estimated contract amount of $350,000.00. Contractors must submit pricing on a cost-per-cut basis for each of the nine sites, and the award will be made to the lowest responsive, responsible bidder with notification expected within 120 days of bid opening. Required qualifications include proof of Florida business licensing, appropriate insurance coverage, three references for similar services within the past two years, current Florida Department of Agriculture and Pest Control Operator licensing where applicable, ISA Arborist and Professional Mangrove Trimming certifications as necessary, and specific equipment documentation demonstrating minimum requirements including six ride-on rotary mowers, four walk-behind mowers, six edgers, six line trimmers, and related landscaping equipment. All work must be performed Monday through Friday between 7:00 a.m. and one hour prior to sunset, with a 48-hour completion requirement; penalties of $100 per task per calendar day are assessed for non-compliance, and rejected work must be redone within 24 hours at no additional compensation to the City.
