About this file

This is an optional unit pricing schedule for grounds maintenance services solicited by the City of Tampa Parks and Recreation Department for nine special events parks and city-owned properties totaling approximately 61.3 acres. The City seeks comprehensive maintenance services including turf mowing, turf maintenance, and landscape bed maintenance across designated locations such as Al Lopez Park, Cotanchobee Fort Brooke Park, Curtis Hixon Waterfront Park, and six additional parks. The awardee must furnish all labor, supervision, equipment, and materials to maintain the sites at the highest quality standards consistent with departmental specifications. Each site receives 38 maintenance cuts annually on a cyclical schedule, with weekly cuts during fast growth season (weeks 20-39) and bi-weekly cuts during slow growth season (weeks 40-19). The mandatory pre-bid meeting and site inspection was scheduled for February 24, 2026, at 9:00 a.m., with sealed bids due by 3:00 p.m. on March 13, 2026, through the OpenGov eProcurement Portal. Award notification is expected within 120 days of bid opening, and the contract term is one year from the effective date with options for renewal for three additional one-year periods through mutual written agreement and City extension rights for up to three additional thirty-day periods.

Bidders must submit optional unit pricing for additional services on an as-needed basis, including mowing and cleanup per 1/10 acre, landscape bed maintenance services (bed weeding, shrub pruning, mulch installation, and plant material installation), herbicide treatment for bed and turf areas, tree pruning categorized by size, granular and liquid fertilizer application, sodding by grass variety (St. Augustine, Bahia, Bermuda, and Zoysia), plant replacement with material costs plus labor hours, debris and trash removal by weight, miscellaneous litter pickup per cycle, and hourly rates for exceptional special maintenance tasks requiring four-person crews. The City of Tampa offers a five percent bid discount (capped at $10,000) for certified Small Local Business Enterprises (SLBEs) for evaluation purposes only. The estimated contract amount is $350,000.00. All work must be performed Monday through Friday between 7:00 a.m. and one hour prior to sunset, with work completion required within 48 hours of commencement; penalties of $100 per task per calendar day are assessed for work not completed within specified timeframes.
