About this file
This document is an Operations Security (OPSEC) Guide for Defense Contractors, Revision B dated May 1, 2016, developed by the Naval Undersea Warfare Center Division Keyport Security Office. It provides mandatory guidance for government contractors awarded work by Naval Undersea Warfare Center Division Keyport (NUWCDIVKPT) and other military facilities. The guide is approved for public release with unlimited distribution.
The document establishes minimum OPSEC requirements across three sections. Section I outlines general contractor requirements including strict controls on personal electronic devices in government spaces, prohibition of discussing government operations in unprotected communications, restrictions on posting sensitive information to company websites or social media, non-disclosure of military operations and personnel details, mandatory removal and concealment of government-issued badges when off-station, implementation of OPSEC countermeasures to protect Critical Information (CI), protection of production schedules and identified vulnerabilities, destruction or return of government information upon contract termination, and additional requirements for permanent onsite contractors including assignment of an OPSEC Point of Contact, receipt of OPSEC awareness training within 30 days, and proper marking and handling of CI. Section II requires initial OPSEC training within 30 days of assignment and annual refresher training for personnel with long-term facility access, with individual training records maintained for compliance. Section III addresses contractor-developed OPSEC Plans when required by contract, including specific guidance for plan development, subcontractor compliance, alignment with existing plans where applicable, training programs for all employees, and coordination with NUWCDIVKPT for approval at all locations where Critical Information is developed, produced, analyzed, maintained, transported, stored, tested, or used. The guide defines Critical Information as facts about friendly intentions, capabilities, and activities vital to mission success that adversaries need to plan effectively, and includes comprehensive glossary and terms defining related security concepts such as indicators, observables, countermeasures, and threat assessment.
