About this file
This document is a Pre-Proposal Inquiries (PPI) Q&A for an Avian Waste Abatement project at Building 1055, Amendment 0002. It addresses contractor questions regarding the scope of work, facility logistics, and site conditions.
Scope clarifications indicate that fluorescent light bulbs are to be cleaned only, with the government handling replacements. Floor cleaning includes removal of bird waste but excludes scuff marks and grease. The contractor must clean interior wall areas (4,260.03 SF), exterior wall areas (4,491.97 SF), and ceiling areas (1,254.17 SF), with no attic space present. The estimated depth and severity of guano contamination cannot be quantified, and no existing inspection or assessment reports are available. Working hours are normally 0600–1530 Monday–Friday, though the unlocked building allows flexible scheduling. Contractor parking is designated between Buildings 84 and 1055, with the TPOC providing guidance if additional parking is needed. The government will remove forklifts prior to work commencement. Bathroom facilities are available at Building 84's south end (0600–1530) or via subway as backup. This Q&A provides prospective bidders with essential information to prepare accurate proposals for the avian waste abatement contract.
