About this file

This document is a set of answers provided by the Oregon Parks and Recreation Department (OPRD) to questions submitted by iQMS Consultants regarding RFQ S-63400-00008579 for the "Best Value Analysis Process for iQMS". The RFQ seeks to engage an iQMS vendor to validate the technical requirements and review the implementation plan and deliverables for a new solution being implemented by a separate Systems Integrator (SI) contractor. OPRD expects the iQMS vendor to review the SOW and proposed contract to ensure the technical requirements are properly addressed. While there is no specified number of deliverables for the iQMS vendor to review under task 3.1.8, OPRD is open to a cost per deliverable review to help with the estimation of effort. The RFQ allows for a fully remote approach to the iQMS services. The original offer due date of December 8th could not be extended despite the request, as OPRD's current project timelines do not permit it. OPRD has already selected Conduent State and Local Solutions, Inc. to implement the Footprint Platform solution, with Booz Allen Hamilton as the subcontractor.

OPRD’S ANSWERS TO PROSPECTIVE OFFERORS’ QUESTIONS

RFQ TITLE: RFQ Best Value Analysis Process for iQMS

This is NOT an Addendum to RFQ# S-63400-00008579.

The purpose of this document is to answer the following questions concerning the RFQ S-63400-00008579, submitted by iQMS Consultants to Authorized Representative for the RFQ referenced above.

A. OPRD’S ANSWERS TO QUESTIONS / REQUESTS FOR CLARIFICATION

(1) On page 13, for deliverable 3.1.2, to what extent does the State expect the awarded iQMS vendor to validate that the solution will meet the State’s technical requirements?

Answer: OPRD expects the iQMS vendor to validate that the technical requirements outlined in the RFP and Technical requirements documentation are properly addressed in the SOW and proposed contract.

(2) On page 14, Could the State please provide an estimate for how many deliverables the awarded iQMS vender will be expected to review as part of deliverable 3.1.8 (SI Contractor statement of work deliverables) and the names of these deliverables. It is difficult for us to estimate the amount of effort that will be required for providing quality control services without an understanding of how many deliverables and what type we are expected to review.

Answer: Currently, there is not a specified number of deliverables, since we are currently in discussions with the new vendor. OPRD would accept a cost per deliverable review to help cost estimation.

(3) On page 14, Please also clarify whether deliverable 3.1.8 is inclusive of other solution consultant deliverables such as deliverables 3.1.3 (Solution Requirements [Requirements Traceability Matrix]) and

3.1.4 (Solution Consultant’s Implementation Plan).

Answer: Yes, 3.1.8 would be inclusive of other deliverables.

(4) Is the State open to a fully-remote approach to iQMS services?

Answer: Yes, presentations could be fully-remote.

(5) Offer due date and time is currently December 8 at 3 PM. Can the State extend the delivery timeline to December 15?

Answer: Given our current project timelines, extending the due date is impossible.

(6) Has the state selected a vendor to deliver the technical solution, or is it still in progress?

Answer: Yes, OPRD issued an Intent to Award to award Conduent State and Local Solutions, Inc. for subcontracting Booz Allen Hamilton to implement Footprint Platform.
