We will evaluate the technical proposals based on the following major criteria, listed in descending order of importance. These technical factors, when combined, are approximately equal in importance to price.

1. Plan Design – We will evaluate proposals based on the offeror’s ability to implement the requirements as specified in Section C. We will devote significant attention in the evaluation to the offeror’s plans for ensuring a smooth transition to the next contract for Current Enrollees, especially with respect to administering upgrades and downgrades. We will also give higher ratings to proposals that offer innovative, reasonably priced suggestions for plan design improvements.

We will also evaluate the following:

a. Any additional options and/or features that the offeror proposed for plan design;

b. The offeror’s proposal for a different inflation index for determining the amount of each future purchase option increase;

c. The offeror’s experience in starting up and administering large group plans;

d. The offeror’s experience in administering large group plans they have taken over from another company;

e. The offeror’s communication plan to contact Current Enrollees about any changes to their benefits or premiums, including timeframes for enrollee decision; and

f. The offeror’s plans for the administration of the international benefit, the

Alternative Insurance Plan and the service package.

2. Claims Administration – We will evaluate each offeror’s proposal to determine their capability of processing long term care insurance claims on a timely and accurate basis as specified in Section C and Attachment 7, Quality Assurance Surveillance Plan (QASP). The claims operation should be similar to the size and scope of FLTCIP. We will pay close attention to the offeror’s claims processing workflow, their process for managing high volume claim periods, and their procedures for handling invalid claims.

In addition, we will evaluate each offeror’s proposals based on the comprehensive care coordination services. We will give significant attention in the evaluation to the offeror’s plans for ensuring a smooth transition for enrollees who are on claim as of the Transfer Date.

We will also evaluate the following:

a. The offeror’s standard ADL assessment forms, claims forms, and explanation of benefits forms;

b. The offeror’s ability to process claims received from enrollees in other countries;

c. The offeror’s process for enrollees to appeal a denial of a claim or denial of the enrollee’s eligibility for benefits;

d. The establishment of quality assurance guidelines and audit procedures for the offeror’s subcontractors; and

e. The offeror’s current care coordination services plus the qualifications for those care coordinator employees.

3. Customer Service – We will evaluate each offeror’s proposal based on the standards indicated in Attachment 7. The Offeror must provide customer service at or above the levels indicated in Attachment 7. These service levels also apply to subcontract operations. We will give higher ratings to proposals guaranteeing the most rigorous standards, without qualification.

a. The offeror’s description and diagram of the departments that will have customer service responsibility of FLTCIP;

b. The offeror’s process for monitoring the performance of their customer service unit, including the quality of the customer service;

c. The plans of offeror’s for providing quality customer service to agency human resource professionals;

d. The offeror’s system used to provide timely and accurate information to customers.

e. The offeror’s process to handle customer dissatisfaction; and

f. The offeror’s plan to evaluate the effectiveness of service to FLTCIP customers, including the proposed survey instrument.

4. Administration and Systems – We will evaluate proposals based on the offeror’s ability to assume the FLTCIP business, interface with BENEFEDS, operate a call center, and host a Section 508-compliant web site by the Transfer Date.

Proposals that do not meet these requirements as specified in Section C will be considered unacceptable. We will give higher ratings to proposals featuring the most robust capabilities in these areas.

a. The offeror’s description of the systems that will be fully functional by the

Transfer date including claims payment and care coordination for Current Enrollees; systems to accept, underwrite, and process application from eligible persons;

e. The offeror’s policy and procedures for protecting PII and PHI; and

f. The offeror’s plan for the dedicated FLTCIP website.

5. Past Performance – In conducting the past performance evaluation, OPM may, at its discretion, use information obtained from other sources, as well as that provided in the offeror’s proposal. While OPM may elect to consider information obtained from other sources, the burden of providing complete information rests with the offeror.

OPM’s evaluation will only consider past performance information as it relates to the requirements and similar requirements listed in Section C. Past performance history not specifically related to providing long term care insurance will not be considered relevant information for determining successful past performance.

Failure to provide all reviews/investigations/findings, reports, sanctions, admonishments, restrictions, or other positive or negative written material for the prime and each proposed first-tier subcontractor may have an adverse impact on the past performance evaluation of an offeror. If an offeror does not have a record of relevant past performance or past performance is not available, we will give the offeror a neutral rating.

6. Underwriting – We will evaluate proposals based on how well the offeror develops underwriting standards that balance premium levels and stability.

a. The offeror’s description of their underwriting plan and workflow, including the use of other persons who are not the actual underwriters;

b. The offeror’s description of circumstances that a spouse could be underwritten in the exact same manner as an active worker;

c. The number of underwriting applications the offeror’s staff are capable of processing, including the largest number of abbreviated/full underwriting applications they have handled during one campaign and the time period to process them; and

d. The offeror’s plan, both from a technology and staffing standpoint, to handle a surge of underwriting applications.

7. Education, Marketing, and Enrollment – We will evaluate proposals for the offeror’s ability to conduct an education campaign that is multi-dimensional, creative, and cost-effective for the entire contract term. We will give higher ratings to proposals featuring a robust education and marketing strategy attuned to the challenges of reaching the eligible population that also contains a comprehensive open season component.

a. The offeror’s description of their marketing/enrollment staff including the number, role, and training level;

b. The offeror’s detailed FLTCIP education/marketing plan proposal for year one, including an assumed open season, plus the high level marketing plan for the remainder of the contract term;

If offeror proposes a Consortium, we will evaluate proposals based on the clarity of the roles and responsibilities of each entity.

a. The offeror’s demonstration of their capability of performing this contract and assuming the risk;

b. The offeror’s description of its largest group term long term contract and how they implemented and managed underwriting, reporting, administration, education/marketing, customer service, and care coordination; and

c. The number of regulatory or administrative actions taken against the offeror in the last ten years regarding any aspect of its long term care or other insurance programs.

b. The offeror’s transition plan is thorough and provides the details needed to determine their success is reaching the anticipated milestones.

8. The questions and answers are as follows:

Question: Is this RFP a new RFP or a revised continual of previous contract?

Answer: This is a new RFP.

Question: Is the current contract incumbent allowed to compete for this contract?

Answer: Yes, the incumbent is allowed to submit a proposal in response to the RFP.

Question: On p. 93, Section L.6.1 General Instructions for the Preparation of Proposals, regarding the email submission of the proposal, is there a file size maximum for attachments? The technical volume could be several megabytes given the documentation requested by the RFP, such as three years’ worth of audited financial statements. If there is a maximum attachment size, we recommend allowing offerors to submit the technical volume in multiple parts as separate documents in separate emails. As an alternative to what may prove to be a number of emails with large attachments, we recommend allowing offerors to submit attachments to the technical volume on a secure USB drive to be postmarked on or before the due date, for overnight delivery to the contracting officer.

Answer: The maximum allowable file size for attachments is 20 MB. Offerors are allowed to send their files in separate e-mails. We must receive all of the offerors files by the offer due date and local time.

Question: On p. 104 of the solicitation, in Section L.6.2.2 Technical Proposal, Underwriting Questions, Question 2 is missing. Does the Government intend to re-number the subsequent questions in this section?

Answer: Yes, Question Numbers 3 – 15 are renumbered to Question Numbers 2 –

14. See Amendment Number A0001, Number 6.
