Dear Potential Vendor(s), We would like to inform you that the following questions regarding solicitation # OPM26-13-Q-0039 have been asked.
We have provided the questions and answers below for your reference.
Question 1 – Is this a new requirement? If not could you provide the incumbent Contractor and Contract #?
Answer: This is a new requirement to have a Prime contractor to provide both a proven and current training design, as well as faculty, for a CRS program. The design used will be the one submitted by the contractor receiving the award. As such prior designs used, or associated contractors, are not relevant to the submittal.
Question 2 - Is this bid looking for the firm to contract both Trainers and Facilitators?
Answer: The solicitation is requesting a Prime contractor to provide all material and faculty needed to deliver a CRS training program.
Question 3 - What agencies are the CRS class taught for in Southbridge, MA and Alexandria, VA?? Is there one specific agency or is it open enrollment?
Answer: All programs being delivered are open-enrollment programs.
Question 4- Based on the timeline of the proposal, the February 4-7 class comes on the heels of the submission deadline, is there any forgiveness in the deliverable deadlines based on the contracting timeline?
Answer: The dates listed in the solicitation must be adhered to as stated. The regular timeframes have already been adjusted for the February CRS session as described in the solicitation.
Question 5- Under Technical Instructions: There is a reference request. Is that request for the firm, or for the individual trainers?
Answer: These references are for both the firm and the faculty that the firm will provide as key personnel.
Question 6- Is there an expectation that the contractor is onsite at each session in addition to contracted trainers and facilitators?
Answer: The Prime contractor must be involved with each session delivery to the point that they remain as the primary contact with the COR should any issues arise during the training, as well as to resolve any real-time design/delivery issues the Faculty may need a decision on. As such, they do not need to be onsite at each session as long as they have a means to stay connected with the faculty delivering a session and fulfill the above roles.
