About this file
This is an automotive paint and body repair bid exhibit for the City of Tampa, Florida, covering services for the Tampa Police Department and the Logistics & Asset Management Fleet Maintenance Division. The solicitation (No. 25-P-00340) seeks multiple vendors to provide comprehensive repair services for approximately 3,025 on-road vehicles, with roughly 1,500 belonging to TPD, spanning model years 1995 to current. Vendors must submit hourly labor rates, paint rates, and parts markup percentages for three vehicle classifications: Division I (Light Vehicles, Classes 1-2, up to 10,000 lbs), Division II (Medium Vehicles, Classes 3-6, up to 26,000 lbs), and Division III (Heavy Vehicles, Classes 7-8, over 33,001 lbs). An optional pre-bid meeting is scheduled for October 7, 2025, at the Fleet Maintenance Division Training Room, with bids due by October 27, 2025, at 2:00 PM. The contract carries an initial three-year term with two optional one-year renewal periods, plus provisions for unilateral city extension of up to three additional 30-day periods.
Pricing submissions must include shop labor hourly rates, paint hourly rates, parts and materials markup percentages from cost, and shop supplies charge percentages for each vehicle division, with all bids entered exclusively through OpenGov. Vendors must demonstrate two years of continuous business operation, maintain a service facility within 20 miles of the specified Tampa address, and operate a secured vehicle storage facility. Preference is given to shops employing ASE and ICAR certified employees, and all repair pricing must utilize the Mitchell Ultra-mate Advanced Estimating System. The contract includes Small Local Business Enterprise (SLBE) participation requirements with DMI-40 Letters of Intent and DMI-30 subcontractor payment tracking forms. The estimated annual contract value is $275,000, with a total estimated value of $1,800,000 over the full contract period. The solicitation follows the City of Tampa's Equal Business Opportunity Ordinance, providing opportunities for minority-owned and small local businesses.
