About this file

This document is an Exhibit detailing Automotive Paint and Body Repairs Bid Lines for the City of Tampa, specifically for the Tampa Police Department and Logistics & Asset Management Fleet Maintenance Division. The solicitation (No. 25-P-00340) seeks multiple vendors to provide comprehensive automotive paint and body repair services for approximately 3,025 on-road vehicles, including 1,500 police department vehicles ranging from 1995 to current models. The bid is structured across three vehicle divisions: light vehicles (Classes 1-2), medium vehicles (Classes 3-6), and heavy vehicles (Classes 7-8), with vendors required to submit hourly labor and paint rates, as well as parts and materials markup percentages. The bid will be received until October 27, 2025, at 2:00 PM, with an optional pre-bid meeting scheduled for October 7, 2025, and the contract will have an initial three-year term with options for two additional one-year renewals.

The solicitation follows the City of Tampa's Equal Business Opportunity Ordinance, with opportunities for minority-owned and small local businesses through Small Local Business Enterprise (SLBE) participation requirements. Bidders must have been in continuous business for two years, maintain a service facility within 20 miles of the specified Tampa address, and have a secured vehicle storage facility. Vendors are expected to use the Mitchell Ultra-mate Advanced Estimating System for repair pricing, with preference given to shops employing ASE and ICAR certified employees. The estimated annual service value is $275,000, with a total contract value estimated at $1,800,000. The city reserves the right to unilaterally extend the contract for up to three 30-day periods and will evaluate bids based on submitted hourly rates, parts markup, and overall capability to service the city's diverse fleet of vehicles.
