About this file
This file is Addendum No. 1 issued by the State of Delaware Office of Management and Budget, Division of Facilities Management, for the JP Court 4 Lobby Expansion project (Contract MJ0213000001A) located at 408 E. Stein Highway, Seaford, Delaware. The addendum includes pre-bid meeting minutes and a revised bid form dated August 19, 2026. The project scope involves demolition of the existing lobby area and construction of a new 900-square-foot addition with ADA-accessible toilet rooms and office space, along with updated mechanical, electrical, plumbing, and security systems. A mandatory pre-bid meeting was held on August 19, 2026, with attendance required for bid eligibility. Sealed bids are due by 1:00 p.m. local time on September 3, 2026, via the Bonfire Portal, with bids to be opened publicly at 2:00 p.m. at the Haslet Armory in Dover. All questions must be submitted in writing to Davis, Bowen & Friedel, Inc. by close of business on August 24, 2026, and substitution requests must be submitted by August 21, 2026. The contractor must achieve substantial completion within the calendar days specified on the bid form from the Notice to Proceed, with normal work hours from 8:00 a.m. to 4:00 p.m., Monday through Friday, excluding state holidays.
Bid security equal to ten percent of the base bid plus all additive alternates is required, with performance and payment bonds equal to 100 percent of the contract price required upon contract execution. The project is state-funded and subject to Delaware prevailing wage rates effective March 15, 2026, with contractors responsible for all permits and costs. General contractors and all subcontractors must be licensed to practice in the State of Delaware and City of Seaford prior to contract execution. A completed subcontractor list identifying one subcontractor per trade (site work, carpentry, flooring, roofing, mechanical, electrical, and fire alarm) must accompany the bid, and the failure to provide a fully completed list will result in bid rejection. Contractors must implement mandatory drug testing programs for all employees and provide Affidavits of Employee Drug Testing and Contractor Qualifications, each notarized. The allowance for unforeseen conditions is $75,000, with an alternate for removal and replacement of existing exterior windows. Addendum No. 1 clarifies that the contractor is responsible for building security, while the state's vendor is responsible for structured cabling, card readers, and security cameras, with the contractor responsible for back boxes, conduit, and coordination.
