About this file

This is a Federal Supply Schedule FAR 8.4 Sole Source Justification document for the Transportation Security Administration (TSA).

The document justifies a modification to Task Order 70T01026F7670N008 awarded to Quasars, Inc., a small business, under the GSA Multiple Award Schedule (MAS). The modification reduces the period of performance from an initial five-year sole source contract (August 20, 2026 – August 19, 2031) to a nine-month period ending May 19, 2027 to allow for continuity of services while TSA conducts a competitive follow-on procurement following an agency-level protest. The task order provides Online Learning Center (OLC) Learning Management System (LMS) Helpdesk Support Services to support TSA's Training and Development division, serving approximately 70,000 end-users. Services include Tier 1.5 and Tier 2 help desk support, program and project management, IT consultation and ongoing maintenance, information system security support, and communications and change management. The estimated total contract value for the nine-month period (six-month base plus three one-month option periods) is redacted in the document. Price reasonableness was determined through market research and comparison to current rates under the existing task order. The justification cites the need for urgency under GSAR 538.7104-3(b) Exceptions, emphasizing that Quasars is the only contractor able to provide immediate, continued performance without incurring unacceptable delays, given the complexity of enterprise training initiatives, TSA Personnel Security vetting requirements for new personnel (up to 60 days), and the technical expertise required for system configurations and compliance standards. The NAICS code is 541512 with a $34M size standard.

Text version

The incumbent task order 70T01021F7670N009 with Quasars was competitively awarded through the National Institutes of Health (NIH) Information Technology Acquisition and Assessment Center (NITAAC) Chief Information Officer Solutions and Partners 3 (CIO-SP3) strategic sourcing contract vehicle as a small business set aside. The incumbent task order provided delivery for a range of OLC lifecycle management support requirements and provides T&D with support for daily operations, maintenance, and system enhancements for the TSA OLC and related OLC content.

Task order 70T01026F7670N008 was awarded to the incumbent contractor on August 20, 2026, as a five-year sole source contract. Following an agency-level protest, TSA has taken corrective action to conduct a competitive procurement. To that end, this modification shortens the period of performance to no longer than May 19, 2027, which will allow for continuity of the following critical services:

o Providing Tier 1.5 and Tier 2 help desk support for a community of 70,000 OLC end-users.

IT Consultation and Ongoing Maintenance:

o Providing expert IT consultation and ongoing maintenance for the OLC, supporting vendor upgrades and maintenance, improving the OLC front-end, data reporting, leveraging system functionality for TSA business needs, developing custom capabilities and integrations.

Information System Security:

o Maintaining T&D’s authority to operate (ATO), supporting certification and accreditation activities associated with the OLC ATO, developing security guidelines, standard operating procedures (SOP) and procedures, analyzing system vulnerabilities and assisting with internal and external audits.

o Ensuring that T&D IT systems have all security controls in place and are functioning properly.

Communications and Change Management:

o Providing communications and change management support for the OLC, including consultation on communication and training strategies, coordinating implementation activities, and developing business rules.

o Delivering tailored OLC system training, creating and executing communication and change management plans, preparing user materials (e.g., job aids, presentations, brochures), developing outreach strategies for OLC administrators, and maintaining OLC SharePoint sites and online forms.
