Questions and Answers for OIG RFP for Information Technology and Information Management Services

10/29/14

1. Section 8, Paragraph F says that the page count is limited to seven pages. Will LSC OIG clarify if all pricing information must be included within that 7 page limit, or if pricing information may be submitted a separate appendix?

OIG: The 7 page limit includes the price proposal. Resumes may be submitted as a separate appendix.

2. Section 2 says that OIG LSC prefers a Microsoft Certified Solutions Partner. Does LSC OIG want to see specific Microsoft Gold or Silver competencies, and are there Appendix B service areas where this is significant? Will this factor into the evaluation criteria?

OIG: Typically the OIG has been dealing with Microsoft Gold Partners. Those competencies should be applied across all projects areas identified. Microsoft Gold/ Silver partner will be given preference over those vendors who do not have those competencies as part of the

Organization, Size and Structure evaluation criteria listed in Section 9A.

3. Section 9 lists evaluation criteria but does not assign any weight or importance. Will all factors be evaluated equally or are some factors more important than others?

OIG: The OIG does assign weight towards each evaluation criteria listed in the Proposal

Evaluation section 9 of the RFP. Ultimately, the OIG will use the best value approach focusing on the balance between price, technical proposal and past performance to select the most advantageous offer.

4. Does OIG-LSC have a Support Agreement with Teammate (or 3rd party-if so who is 3rd party) that the Managed Service provider will coordinate? OR, is the Managed Service Provider that is selected under this RFQ to have a separate agreement with Teammate for the OIG-LSC implementation?

OIG: Support is included in the OIG Teammate Agreement.

5. You identified a specific task as “Network Outage Risk Management” in the RFP….did you just mean Risk Management in general? Or could you elaborate on what you meant by “Network Service Outage Risk Management”?

OIG: What is meant here is provide support to the OIG in the event our systems are down and ensuring network resources are available 99.5% of the LSC OIG working calendar.

It also means management of ongoing network services risk including:

- Monitoring network component lifecycles

- Ensure required redundancies
