Questions and Answers for OIG RFP for Information Technology and Information Management Services

10/20/14

Will the Government please realign this RFP as a HUBZone or SDVOSB or EDWOSB set alide? Given the scope and interpreted size, it seems a perfect match for one of the set-aside programs and would demonstrate the OIG's commitment to small business utilization.

LSC OIG response: The LSC OIG is not a government agency and therefore does not follow the FAR including set aside requirements. The LSC OIG has its own procurement policies and procedures and encourages proposals from SDBE vendors.

Is this a new effort? If it is not a new effort, what company is currently performing the support?

LSC OIG response: Abacus Technology Corporation is the current incumbent for this contract. This is not a new effort.

Can you provide the name of the incumbent and the contract number (if any)?

LSC OIG response: Abacus Technology Corporation.

How many full-time-equivalent contractors are currently providing the support?

LSC OIG response: No full time contractor. This is a project based, time and materials contract.

Is the solicitation's scope of work the same as the current scope of work being provided by the incumbent contractor?

LSC OIG response: Yes, it is similar with a stronger emphasis on specialized projects.

What is the current contractor's current 12-month/contract award amount?

What was the incumbent contract value?

LSC OIG response: The LSC OIG will not provide this information to ensure objectivity in the price proposals.

Will the people we choose to be Key Personnel and engineers have to have any sort of clearance other than a clean background? Do they need to be US Citizens or will a Green Card be sufficient?

LSC OIG response: No specific clearance except for clean background checks. US citizens and Green Card holders are eligible.

The RFQ indicates a requirement for Teammate Support. Can the OIG-LSC elaborate on this requirement? Is this a full time FTE, on-site? If not, how many estimated hours per year would Teammate specialist be required based on prior history? Do you presently have a separate Teammate support agreement with a 3rd party outside of existing Managed Service provider?

The OIG agreement with Teammate includes helpdesk support. We would like the contractor to supplement this support by performing potential maintenance and troubleshooting regarding our in-house install and configuration of TeamMate. Based on past experience, we would estimate no more than 24 hours/year of support if at all needed.

Section 4 of your RFP (Services Procurement Strategy) indicates that you are looking for a capped time and materials contract with an estimated 800 hours per year not to exceed 3000 hours for the contract duration. Will your agency consider a fix monthly fee cost for unlimited support?

The LSC OIG will only consider capped time and materials proposals for these services.

In Section F, we assume you want the contractor to “provide” the helpdesk system….is that correct?

To clarify Appendix B, Section F, IT Support Services of the RFP, the OIG is requesting the vendor to “provide” a helpdesk system and monitoring system and services. The OIG is requesting the vendor to “manage” or “support” all other items listed in Appendix B, Section F.
