1. SCOPE AND CLASSIFICATION
1.1 Scope. These specifications cover the normal requirements for miscellaneous office supplies.
1.2 Classification. The office supplies covered by these specifications shall be furnished in first quality and the brand name characteristics specified on the Qualified Products List.
2. REQUIREMENTS
2.1 Materials and Workmanship. The materials and workmanship used in the manufacture of all office supplies shall be made in accordance with reasonable industry practice.
2.2 Post-Consumer Waste. Post-Consumer Waste is materials such as paper, paperboard, and fibrous wastes after they have passed through their intended end use as a consumer item. This includes used corrugated boxes, old newspapers, magazines, mixed waste paper, tabulating card and used cordage, and all paper, paperboard and fibrous wastes that enter and are collected from municipal solid waste.
2.3 Recovered Material. Recovered material is waste paper and by-products which have been recovered or diverted from solid waste, but such term does not include those materials and by-products generated from and commonly reused within an original manufacturing process; such as “mill broke”.
2.4 Mill Broke. "Mill broke" is any paper waste generated in the paper mill prior to the completion of the papermaking process.
2.5 Composition. The composition of each recycled office supply product bid must be at least 50% recovered material. The minimum percentage that must be "post-consumer waste" is 10%. "Mill broke" will not be considered recycled waste in this set of specifications.
2.6 Qualified Products Only. All products bid must be the brand name and model numbers listed on the Qualified Products List for each item. No substitutions or alternates will be accepted or allowed, unless documents are provided stating the manufacturer has been bought by another manufacturer or the product number has been changed.
3. SAMPLING, INSPECTION AND TEST PROCEDURES
3.1 Tests. Unless otherwise specified, evaluation for the required characteristics shall be based on the performance at the time of actual use.
RFx No. 3160003124
3.2 Bid Samples. Unless otherwise specified, bid samples are not required with miscellaneous office supplies.
3.3 Random Samples. Samples of delivered items may be randomly selected and tested for compliance with bid award specifications. If it is found that commodities delivered are not equal to or better than specifications, the Office of Purchasing and Travel may proceed as stipulated in General Conditions 7.1 and 16.1.
4. PREPARATION FOR DELIVERY
4.1 Packaging. Unless otherwise specified, products shall be furnished in manufacturer-sealed, new containers of uniform size and kind commonly used for the purpose, so constructed as to insure acceptance and safe delivery to the point of delivery called for in the contract or purchase order. Packaging shall be as listed on the Qualified Products List.
4.2 Marking. Each container shall be plainly marked as to manufacturer, manufacturer's code, size, quantity of packs, and number of rolls or packages per case, the name of the contrac-tor, and the number of the contract or purchase order.
4.3 Invoices. Invoice prices shall be identical to the prices listed on the state contract.
Example: If the state contract reads per dozen or package, then the invoice prices shall be per dozen or per package, not per each. If the state contract reads per each, the invoice prices shall be per each.
5. NOTES
5.1 Commodities procured under this specification shall not deviate from those originally contracted without written approval from the Office of Purchasing and Travel.
5.2 This specification shall, until revised or rescinded by the Office of Purchasing and Travel, apply to each future purchase and contract for the commodities described herein.
5.3 It is the intent of the specifications to obtain a product that will adequately meet the needs of the user while promoting the greatest extent of competition that is practicable. It is the responsibility of the prospective bidder to review the bid documents in their entirety and to notify the Office of Purchasing and Travel if the Specifications and/or Instructions and Special Conditions, are formulated in a manner which would unnecessarily restrict competition. Any protest or question concerning the specifications or bidding procedures must be received by the Office of Purchasing and Travel not less than 72 hours prior to the time and date set for the bid opening.
