About this file

This is an Invitation for Bid form submitted as an offer to the State of Illinois. The document serves as the bidder's official response to a state procurement solicitation, requiring the bidder to acknowledge receipt of all required documents and confirm understanding of submission requirements. The form indicates that bidders must complete all mandatory documents identified in Section A.1 of the solicitation, with failure to meet requirements resulting in disqualification. The document does not specify particular products, services, quantities, response dates, or contract terms within this form itself, as it functions as a standardized submission template rather than a detailed scope of work.

The form addresses preferences available under the Illinois Procurement Code, allowing bidders to claim applicable preferences such as Illinois Business Preference or Domestic Product Preference, provided they complete required affidavits and documentation. Bidders may also submit exceptions to the Standard Terms and Conditions, which will become part of any resulting contract, though the State reserves the right to accept or reject proposed exceptions. The Standard Terms and Conditions are available on the Central Procurement Office website at https://cpo-general.illinois.gov/solicitation-and-contract-templates.html. By executing this form, the bidder makes a binding offer to perform in full compliance with the subject solicitation, which the State of Illinois may accept or reject.
