About this file

This is an Invitation for Bid (IFB) form submission document for the State of Illinois, specifically related to a four-year fish feed contract for Little Grassy Fish Hatchery. The document serves as the formal offer submission template that bidders must complete and return to the State of Illinois in response to the solicitation. The form requires bidders to submit their offers in full compliance with all requirements outlined in the solicitation document section A.1, with failure to meet all requirements resulting in disqualification. Bidders are instructed to reference the complete solicitation materials for specific details regarding products, quantities, delivery schedules, and submission deadlines.

The document addresses bidder preferences available under the Illinois Procurement Code, allowing vendors to claim applicable preferences such as the Illinois Business Preference or Domestic Product Preference, with supporting documentation required for each claimed preference. Bidders may also submit exceptions to the Standard Terms and Conditions by providing a redline version of those terms, though the State reserves the right to accept or reject any proposed exceptions. The form requires completion of all required fields, authorized representative signature, and submission in accordance with the solicitation requirements, with the Standard Terms and Conditions available on the Illinois Chief Procurement Office website.
