About this file

This is an Invitation for Bid and Offer to the State of Illinois for the establishment of a joint purchase master contract (26-416CMS-BOSS4-B-50598) for paint and interior/exterior coatings, issued by Chicago Public Schools (CMS) in cooperation with the Chief Procurement Officer of General Services (CPO-GS). The solicitation encompasses a comprehensive range of coating products including automotive and machinery paint, deck and floor paint, house and trim paint, traffic paint, rust-inhibiting primers, recycled paints, lacquers, shellacs, varnishes, sealers, textured coatings, and paint thinners/reducers. All products must meet Green Seal Standard for Paints, Coatings, Stains, and Sealers (GS-11), Edition 4.1, with mandatory standards for safer chemicals, sustainable packaging, and verified performance. A pre-bid conference is scheduled for February 24, 2026, at 1:00 p.m. CST via Webex, with Bid Amendment #1 addressing vendor questions from the February 11, 2026, pre-bid conference. The bid submission deadline is March 11, 2026, submitted electronically through BidBuy. Pricing shall remain firm for 90 days from opening, and delivery shall be made on an F.O.B. Destination basis with all transportation and handling costs paid by the vendor.

Bidders must submit required documentation including Vendor Disclosure or IPG Active Registered Vendor Disclosure, an Offer to the State of Illinois, the contract agreement, and a Business Enterprise Program Utilization Plan. All products must comply with Illinois domestic product preference requirements, with U.S.-manufactured products preferred unless foreign alternatives exceed pricing by less than 12 percent, and must meet volatile organic compound (VOC) content limits and prohibited substance restrictions. This procurement is not designated as a Small Business Set-Aside but includes a Business Enterprise Program (BEP) goal of 6 percent for businesses certified as owned and controlled by minorities, women, and persons with disabilities; failure to submit a required Utilization Plan renders bids non-responsive. Bidders unable to fully meet the 6 percent BEP goal must submit comprehensive good faith effort documentation including contact logs, email correspondence, and telephone records. The State reserves the right to award to a single bidder or by individual line item based on lowest price from responsive and responsible bidders. No bid or performance bonds are required, and the contract will be funded through normal State operations. Award values and estimated contract quantities are not specified in the solicitation materials, with pricing to be submitted on a per-line-item basis for individual products through the BidBuy system.
