About this file
This is an Invitation for Bid form from the State of Illinois that serves as the official offer submission document for bidders responding to state procurement opportunities. The document functions as a standardized template requiring bidders to confirm their understanding of solicitation requirements, declare any claims for state-authorized business preferences, and identify any exceptions to standard contract terms and conditions. The form emphasizes that bidders must review the solicitation document section A.1 for all required submission documents and that failure to meet requirements will result in disqualification. Bidders are directed to reference the State of Illinois' standard terms and conditions available through the Central Procurement Office website.
The form addresses the Illinois Procurement Code's various preferences designed to promote business opportunities within the state, including the Illinois Business Preference and Domestic Product Preference. Bidders claiming the Illinois Business Preference must complete and submit the required affidavit, while those claiming the Domestic Product Preference must designate "Domestic Product" in the alternate description field for each applicable line item. Any bidder taking exception to one or more standard terms and conditions must submit a redlined version of those terms with their offer, with the understanding that the State may accept or reject any proposed exceptions. By completing and signing the form, bidders formally submit their bid for the State's consideration and potential acceptance.
