The State seeks to establish relationships with multiple qualified vendors to supply testing platforms capable of identifying active COVID-19 infections for deployment across childcare facilities, preK-12 schools, long-term care facilities, nursing homes, and state-run testing sites. Vendors must provide point-of-care rapid antigen tests with valid FDA Emergency Use Authorization for use on persons of all ages in CLIA-certified laboratories, as well as at-home rapid antigen tests authorized for children as young as two years old using anterior nasal swabs. The solicitation requires test kits in various package quantities: single units, two-unit kits, twenty-five-unit kits, thirty-unit kits, and forty-unit kits, with minimum expiration dates of 360 days from shipment. Orders will be placed on an as-needed basis with no guaranteed minimum or maximum volumes. Vendors must submit firm unit pricing at the per-test level, with all applicable taxes and shipping costs included, using FOB Destination terms with standard shipping methods unless otherwise directed. Pricing shall remain firm for the contract term and any mutually agreed-upon extension periods, except where price adjustment provisions apply. Vendors are evaluated on a pass-fail basis across thirteen criteria, including FDA procurement capability, two years of distributor or manufacturer experience with laboratory supplies, current government agency service, three government references, palletization capability using 40" x 48" x 72" pallets, continental United States inventory storage, delivery capacity for orders up to 100,000 tests within 48 hours and bulk orders of 200,000 to 700,000 tests within 45 days, support for standard shipping costs without surcharges, and Net 30 payment terms. All defective or damaged products must be replaced at vendor expense, with quarterly gross sales reports required in Excel format. A 1% contract administrative fee will be assessed on all purchase orders. The contract period runs from May 1, 2024, through June 30, 2026, with options for up to three additional 12-month renewal periods.
