About this file

This is an Invitation for Bid (ITB) document issued by the County of Volusia, Florida, for comprehensive window cleaning services at the Daytona Beach Ocean Center located at 101 N. Atlantic Ave., Daytona Beach, FL 32118. The procurement seeks contractors to provide all labor, materials, equipment, and supervision necessary for professional window cleaning services with emphasis on addressing saltwater-related buildup, mineral deposits, and residue due to the facility's coastal location. Services must be available Monday through Friday from 8:00 a.m. to 6:00 p.m., with availability for weekend and after-hours work at quoted rates. Contractors must submit pricing for four hourly service rate categories based on window height (15 feet and below versus above 15 feet) and time of service (normal business hours versus evenings and weekends), with all pricing to include labor, materials, equipment rental, fuel, travel, and pure water system operation utilizing Reverse Osmosis and Deionization systems. A non-mandatory pre-solicitation conference was held on March 26, 2026, at 11:00 a.m. on-site, with the question deadline set for April 2, 2026, at 11:59 p.m. and responses due April 16, 2026, by 3:00 p.m. through the County's eProcurement Portal. The solicitation opening occurred on April 16, 2026, at 3:01 p.m. via Microsoft Teams. Award will be made to the lowest responsive and responsible bidder based on total cost, past performance requiring three references from similar projects completed within the last three years, and contractor qualifications. The successful contractor will be awarded an initial three-year term with two optional one-year renewals, contingent upon mutual written agreement and County Council approval.

Pricing must include all costs necessary to perform services, with price redetermination provisions permitting annual adjustments for documented increases in wages, fuel, or materials based on Employment Cost Index or Producer Price Index. A local preference of three percent applies to respondents with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to the solicitation closing date. The incumbent contractor, A-1 Orange Exterior Building Service, submitted the lowest bid of $70,786.00 across three facilities in the July 2021 solicitation, with their Ocean Center pricing specifically totaling $8,307.00. Contractors must maintain comprehensive insurance coverage including Workers Compensation with Florida Statutory limits, Commercial General Liability insurance with $1,000,000 per occurrence and $2,000,000 general aggregate limits, and Auto Liability insurance with a combined single limit of $1,000,000, with the County named as an additional insured on all policies. The County of Volusia Purchasing & Contracts Division, located at 123 W. Indiana Avenue, Room 302, DeLand, FL 32720, serves as the certificate holder for all required insurance policies. Payment terms allow the County twenty business days to remit full payment on undisputed invoices.
