About this file

This is an anti-lobbying certification attachment required for a County of Orange, Sheriff-Coroner equipment rental contract opportunity in California. The certification serves as a prerequisite for bidders submitting proposals for equipment rental without operator services. Bidders must complete and submit this certification along with their bids through the County's electronic eProcurement Portal. The document confirms that no federal appropriated funds will be used to influence government officials in connection with this contract award, and bidders must certify the truthfulness and accuracy of their statements regarding compliance with federal anti-lobbying regulations under 31 U.S.C. Section 1352.

All subcontractors and subrecipients involved in the awarded contract must also be required to include the certification language in their award documents and certify compliance accordingly. Failure to submit the required certification subjects any person or entity to civil penalties ranging from $10,000 to $100,000 for each violation. The contractor's authorized official must sign and date the certification form, acknowledging their understanding that the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to this certification and any required lobbying disclosures.
