14. Description:
(i) THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A COMMERCIAL ITEM PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED; see attached Statement of Work (SOW). The General Services Administration (GSA), Office of Citizen Services and Communications (OCSC), Office of Communications, based in Washington, DC has a requirement for a contractor to provide Apple Macintosh technical and hardware and operating system maintenance support services. The government plans to establish one or more blanket purchase agreements (BPAs) upon contract award with potential offerors.
(ii) Solicitation No. OCSC-XAW-2008-XB1 is issued as a Request For Proposal (RFP) and a commercial item contract will be awarded using the contracting by negotiation procedures in FAR Part 15.
(iii) This solicitation document and incorporated provisions and clauses are those in effect from the Federal Acquisition Regulations 2005-020, dated September 17, 2007.
(iv) This is a small business set-aside procurement to provide a full range of Apple Macintosh technical and maintenance support services to the GSA, Office of Citizen Services and Communications under NAICS 541512 and 811212.
(v) There are no additional contract line items included in this solicitation.
(vi) The SOW outlines the description of the requirements for the services to be acquired. See Statement of Work (SOW) Attachment 1.
(vii) The contract terms shall begin from the date of award for one-year with four one-year option periods to extend the term of the contract in accordance with FAR clause 52.217-9, Option to Extend the Term of the Contract (MARCH 2000), depending upon the availability of funding.
(a) The government may extend the term of this contract by written notice to the contractor within 30 days; provided that the government gives the contractor preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the government to an extension.
(b) If the government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years.
(viii) The Federal Acquisition Regulation (FAR) provision FAR 52.212-1 Instruction to Offerors—Commercial Items, applies to this solicitation. FAR provisions and clauses may be obtained from the Internet Web address at: http://acquisition.gov/far/index.html.
(ix) FAR 52.212-2, Evaluation—Commercial Items (JAN 1999), applies to this solicitation. The government will award a Time and Materials contract for portions of the requirement and a Commercial Item, Indefinite Delivery/Indefinite Quantity (IDIQ), Firm-Fixed Price contract for other segments of the requirement resulting from this RFP to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate the offerors:
NOTE: The contractor shall submit a proposal in two separate volumes. Volume I shall include Factors One, Two, and Three.
Volume II shall include the company’s price proposal.
VOLUME I:
FACTOR ONE—EXPERIENCE:
The contractor shall provide a narrative for each of the following sections to demonstrate the company’s capabilities in satisfying ALL underlying requirements listed below. Narratives shall be double-spaced and in a 12-point font.
SECTION A: Submit a one-page narrative describing the company’s commercial and corporate experience with Apple Macintosh technical and maintenance support services. Your one-page narrative shall include the following:
· Company’s number of years of commercial and corporate experience with Apple Macintosh products and services.
· Company’s size, experience in the field, and resources available to enable the company to fulfill the SOW requirements.
· Brief history of the company’s activities that contribute to the development of expertise and capabilities related to the SOW requirements.
· Information regarding the company’s organizational structure (an organizational chart may be submitted).
SECTION B: The company shall provide descriptions of two (2) projects performed within the last two (2) years for Apple Macintosh technical and maintenance support services as outlined in the SOW, Sections 4.1 to 4.9—MANDATORY REQUIREMENTS, to illustrate its technical ability. The company shall demonstrate that the tasks performed are of a similar complexity to the work solicited under this requirement. Narratives shall not exceed two (2) pages per project. Each project narrative shall outline the following:
· A project is defined as a unique and separately awarded contract, agreement, engagement, etc.
· The company shall describe two (2) projects that demonstrate successful performance of the SOW requirements.
· Projects shall have been performed within two (2) years of the date of proposal submission.
· For each project, the contractor shall provide a narrative account of the work performed by providing a brief summary of the project as a whole (background, purpose, etc.) and detailing the work performed and how results were achieved.
SECTION C: The company shall demonstrate its knowledge of Apple Macintosh software applications. The company shall provide one project performed in the last two (2) years for one or both of the following Apple Macintosh software applications as outlined in the SOW, Section 4.2—ELECTIVE REQUIREMENTS. Each project shall describe the company’s experience and the work performed in a one-page narrative.
FACTOR TWO—PAST PERFORMANCE:
· The contractor shall provide reference information for each project described under Factor One—Experience as well as any other relevant corporate projects completed within the past two (2) years (up to four (4) references total). References shall include name of points of contact with telephone numbers, e-mail address, and other relevant information (i.e., company name, agency/organization).
· The contractor shall provide resumes of certified personnel able to work on the requirements stated herein. Resumes of certified personnel shall outline Apple Macintosh certification and training.
FACTOR THREE—INTERNAL OPERATING STANDARDS:
Submit a one-page narrative addressing each of the following items to demonstrate the company’s capabilities for managing, assigning, and receiving work to be performed. The company’s internal operating standards shall include:
· A description of the company’s internal procedures which facilitate high quality performance and experience in the company.
· A description of individuals who will directly supervise or review projects.
· Procedures for meeting urgent requirements.
· A description on how potential problem areas are handled and the solutions used to resolve them.
· Strategies the company will implement to manage and complete multiple projects simultaneously.
VOLUME II:
PRICE PROPOSAL:
The contractor shall propose any pricing structure consistent with its standard commercial practices and for which it can provide supporting documentation (i.e., commercial price list). Pricing structures shall include the following, if applicable:
· Hourly rates—labor categories with standard hourly rates that are inclusive of direct labor, fringe benefits, overhead, general and administrative, profit, etc.). For each proposed labor category, the company shall provide a detailed labor category description. Labor category descriptions shall include functional responsibilities, years of experience, educational/degree requirements, and any applicable training certifications.
· Task pricing—task pricing is an inclusive price and covers both labor categories and other direct costs.
· Escalation factor to be used during each option period (one for each of the four one-year option period years) or a proposed market indicator to be used in determining future price increases
· Firm fixed rates for the base and each option year.
· Discounts and lower prices.
Price proposals to the government shall be priced the same way as price proposals to commercial customers. Pricing information shall be furnished in sufficient detail to enable the Contracting Officer to perform a complete price analysis in accordance with FAR 15.4—Contract Pricing. Notwithstanding the preceding, the government shall determine the proposed pricing fair and reasonable.
Offerors are cautioned that failure to address each of the above factors may deem their proposal unacceptable. Following an initial evaluation of the qualification and performance data submitted discussions may be held with firms within the competitive range.
METHOD OF AWARD:
The government will use a best value evaluation methodology. Award will be made on two factors—technical and price. In the evaluation, technical is significantly more important than price. While price is not as important as technical, it does have significance to the government. The government will perform a price/technical trade-off analysis in accordance with the above methodology and select the offer that provides the best value and advantage to the government.
(x) Offerors shall include a completed copy of the provision FAR 52.212-3 Offeror Representations and Certifications—Commercial Items with its offer. Proposals shall also include contractor’s DUNS Number, prompt payment terms, and correct remittance address, if different from mailing address. The contractor shall be registered on-line with the Central Contractor Registration (CCR) Web site at: http://www.ccr.gov/Start.aspx.
(xi) The FAR clause 52.212-4 Contract Terms and Conditions—Commercial Items, applies to this acquisition with no addenda to the clause.

(xiv) Failure to provide any of the above-required items may result in the rejection of your proposal. Proposals shall be in writing and must be signed by an official authorized to bind the organization. Oral proposals will not be accepted. Questions shall be submitted in writing to the Contracting Officer at the email address or facsimile number provided at the end of this notice. Proposals shall be submitted in an original and three (3) copies shall be sent via courier or overnight delivery by the closing date not later than 4:00PM EDT, April 14, 2008, to the GSA, Office of Citizen Services and Communications (XB), 1800 F Street, NW, Room 7014, Washington, DC 20405.
