About this file
This is Addendum #2 to an Invitation for Bids (IFB) issued by the State of Maryland Department of Health on behalf of Spring Grove Hospital Center (SGHC) for water testing and water treatment services. The addendum revises key contract specifications, reducing the scope from twenty-four buildings to twenty-three buildings located at the SGHC campus in Catonsville, Maryland. Services include water sampling, sample analysis, and water treatment for potable and aerosolized water sources such as cooling towers, domestic hot water systems, and medical facilities. The addendum focuses Legionella testing and treatment requirements, removing reference to "other waterborne pathogens" in project goals while maintaining compliance with Maryland Department of Health, Maryland Department of the Environment, Joint Commission, CDC, and ASHRAE 188 standards. The original bid due date of Wednesday, August 19, 2026 at 2:00 PM was extended to Friday, August 21, 2026 at 2:00 PM, with the public bid opening moved to the same date at 2:30 PM. The contract is structured as a one-year firm fixed-price agreement with indefinite quantity terms and includes a two-year warranty on all labor and services provided.
The procurement is designated as a Small Business Reserve (SBR) contract, restricting bidding to certified small businesses. Bidders must demonstrate a minimum of three years of experience in water testing and treatment services and hold current certification from the Maryland Rural Water Association. The addendum requires submission of a completed and signed Addendum Acknowledgement with all bid submissions via eMMA (OCMP-26-25405 / BPM053076). No federal funding is associated with this procurement. Questions regarding the bid must be submitted by August 10, 2026 at 11:00 AM. A pre-bid conference was held on August 6, 2026, available both in-person and virtually, with RSVPs requested by August 5, 2026.
