About this file
This is a Fact Sheet document related to an Invitation for Bid (ITB) 26-B-61JJ issued by the County of Volusia, Florida, for comprehensive window cleaning services at the Daytona Beach Ocean Center located at 101 N. Atlantic Avenue, Daytona Beach, Florida 32118. The solicitation seeks competitive bids for professional window cleaning services with emphasis on addressing saltwater-related buildup, mineral deposits, and residue typical of coastal facilities. Services must be provided Monday through Friday from 8:00 a.m. to 6:00 p.m., with availability for weekend and after-hours work at quoted rates. Contractors must submit pricing for four hourly service rate categories: normal business hours for windows and doors 15 feet high and below; evenings and weekends for windows and doors 15 feet high and below; normal business hours for windows and doors above 15 feet high with contractor-provided lifts or scaffolding; and evenings and weekends for windows and doors above 15 feet high with contractor-provided lifts or scaffolding. A non-mandatory pre-solicitation conference was scheduled for March 26, 2026, at 11:00 a.m. on-site, with the question deadline set for April 2, 2026, at 11:59 p.m. and responses due April 16, 2026, by 3:00 p.m. through the County's eProcurement Portal. The successful contractor will be awarded an initial three-year term with two optional one-year renewals, contingent upon mutual written agreement and County Council approval.
All pricing must include labor, materials, equipment rental costs, fuel, travel, and pure water system operation utilizing Reverse Osmosis and Deionization systems producing zero parts per million Total Dissolved Solids. Award will be made to the lowest responsive and responsible bidder based on total cost, past performance requiring three references from similar projects completed within the last three years, and contractor qualifications. The procurement includes a local preference of three percent for respondents with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to the solicitation closing date. The incumbent contractor, A-1 Orange Exterior Building Service, previously submitted an Ocean Center bid of $8,307.00 in the July 2021 solicitation (21-B-41MC). Contractors must maintain comprehensive insurance coverage including Workers Compensation with Florida Statutory limits, Commercial General Liability insurance with $1,000,000 per occurrence and $2,000,000 general aggregate limits, and Auto Liability insurance with a combined single limit of $1,000,000, with the County named as an additional insured on all policies. Payment terms allow the County twenty business days to remit full payment on undisputed invoices, with price redetermination provisions permitting annual adjustments for documented increases in wages, fuel, or materials based on Employment Cost Index or Producer Price Index.
