Ocean Center Fact Sheet Summary
This fact sheet supports an Invitation for Bid (ITB) issued by the County of Volusia, Florida, for comprehensive window cleaning services at the Daytona Beach Ocean Center located at 101 N. Atlantic Ave., Daytona Beach, FL 32118. The procurement requires contractors to provide professional window cleaning services addressing saltwater-related buildup, mineral deposits, and residue typical of coastal facilities. Services must be available Monday through Friday from 8:00 a.m. to 6:00 p.m., with weekend and after-hours availability at quoted rates. A non-mandatory pre-solicitation conference was scheduled for March 26, 2026, at 11:00 a.m. on-site. The question deadline was set for April 2, 2026, at 11:59 p.m., with bid responses due April 16, 2026, by 3:00 p.m. through the County's eProcurement Portal. The solicitation opening occurred on April 16, 2026, at 3:01 p.m. via Microsoft Teams. The successful contractor will be awarded an initial three-year term with two optional one-year renewals, contingent upon mutual written agreement and County Council approval.
Contractors must submit pricing for four hourly service rate categories: normal business hours and evenings/weekends for windows and doors 15 feet high and below, and the same categories for windows above 15 feet high requiring contractor-provided lifts or scaffolding. All pricing must include labor, materials, equipment rental, fuel, travel, and pure water system operation utilizing Reverse Osmosis and Deionization systems. The incumbent contractor, A-1 Orange Exterior Building Service, submitted the lowest bid of $70,786.00 across three facilities in the July 2021 solicitation, with Ocean Center pricing totaling $8,307.00. Award will be made to the lowest responsive and responsible bidder based on total cost, past performance (requiring three references from similar projects within the last three years), and contractor qualifications. A local preference of three percent applies to respondents with documented permanent locations in Brevard, Lake, Orange, Osceola, Seminole, or Volusia County for at least six months prior to the solicitation closing date. Contractors must maintain comprehensive insurance coverage including Workers Compensation with Florida Statutory limits, Commercial General Liability with $1,000,000 per occurrence and $2,000,000 general aggregate limits, and Auto Liability with a combined single limit of $1,000,000. Price redetermination provisions permit annual adjustments based on documented increases in wages, fuel, or materials using Employment Cost Index or Producer Price Index, with payment terms allowing the County twenty business days to remit full payment on undisputed invoices.
