About this file
This document is a technical specification file for Orange County, Florida's Corrections Phoenix Building Replacement of the Smoke Control and Building Automation Systems project. The project involves replacing building automation systems (BAS) and smoke control systems across three buildings (A, B, and C) within the Phoenix Building. The scope of work includes cleaning all ductwork and air handling equipment, replacing building automation system components such as wiring, controllers, and actuators, and installing a new Johnson Controls Metasys system. The BAS for Building C must meet UL 864 Smoke Control System requirements, and a new fireman's smoke control panel will be installed. The contract opportunity was originally issued with a bid submission deadline of December 8, 2022, with an estimated project cost of $1,500,000.
The specification details extensive technical requirements for the building automation system, including communication protocols, controller specifications, input/output interfaces, sensors, and system performance standards. The project requires a BAS contractor with at least three years of established working relationship with the manufacturer, national manufacturer recognition, and a local support facility within 50 miles of the job site. The contractor must provide 36 months of future software system upgrades and maintain an adequate supply of replacement parts. The system must be web-based, support open communication protocols like BACnet, and provide comprehensive monitoring, reporting, and control capabilities. The specification emphasizes the need for precise temperature and humidity control, energy management, and integration with existing building systems.
