About this file

This document summarizes the pre-bid conference for the Bulkhead Cap Maintenance Phase 2 project, which is a state and local contract opportunity in Maryland led by the Department of Natural Resources (DNR) and the Department of General Services (DGS). The project involves removing approximately 62,500 square feet of existing anti-graffiti coating and reapplying a new anti-graffiti coating to selected sections of the reinforced concrete bulkhead cap (wall). The pre-bid conference was held on September 16, 2020, and bids were due by 2:00 PM on September 30, 2020. The project is classified as costing between $100,000 to $500,000, and the Minority Business Enterprise (MBE) requirement is 5% of the total project cost. The project must be completed by April 30, 2010, and only a portion of the wall (less than 20%) has been recoated in the previous off-season, with a list of those sections to be provided to the awarded contractor.

The pre-bid conference discussed the scope of work, including coating system removal, wall repairs, caulking, and the new coating system installation. Alternative contractor means and methods could be tested and reviewed once the contract is awarded, but prospective bidders should estimate costs associated with the specification's methods. The Town of Ocean City will perform the sand removal on the ocean side of the wall.

Pre-Bid Conference

Date: September 16, 2020, 10:30 AM Project: Bulkhead Cap Maintenance Phase 2 Facility: Ocean City Project Number: F-024-190-110

Attendees: See Sign-In Sheet

Comments/Notes:

PB.1 Todd Johannesen (DGS Project Manager) led the meeting and began with identifying the project and relaying that the bid documents were located on the eMaryland Marketplace Advantage website.

PB.2 The project is classified at a cost of $100,000 to $500,000 and bids were to be submitted by 2:00

PM on September 30, 2020.

PB.3 The Minority Business Enterprise requirement for the project is 5% of the total project cost.

PB.4 Jeb Deickman (DNR Project Manager) reviewed the scope of work including coating system removal, wall repairs, caulking, and the new coating system installation.

PB.5 It was noted that only a portion (less than 20%) of the wall had been recoated the previous off-season and a list of theses sections, which would be skipped, would be provided to the awarded Contractor.

PB.6 Removal and application of the paint systems methods were discussed. Alternative Contractor means and methods could be tested and reviewed once the contract was awarded, but the prospective bidders should estimate costs associated with the specification’s methods. The wall has been repaired and recoated several times since it was installed, and DGS, DNR, and the Town of Ocean City have determined the specified methods work best due to its location and the harsh conditions

PB.7 The completion date of the project is not to extend past April 30, 2010.

PB.8 Attendees relocated to the boardwalk at 4th Street to observe the wall. It was confirmed the sand removal on the ocean side of the wall would be performed by the Town of Ocean City.

PB.9 It was clarified that the sections that were recently recoated, and to be skipped, were not always all three sides of the wall, e.g., only the top and the beach sides were recoated at 5th Street, Contractor to recoat the beach side.
