About this file

This document is an Addendum No. 1 issued by the Maryland Department of General Services for project F-024-190-110, Bulkhead Cap Maintenance Phase 2. The addendum extends the bid due date to October 7, 2020 by 2:00 PM, and includes a pre-bid sign-in sheet, procurement officer's minutes, engineer's minutes, and questions and answers. The project requires the removal of approximately 62,500 square feet of existing anti-graffiti coating and the reapplication of new anti-graffiti coating to selected sections of the reinforced concrete bulkhead cap (wall). The addendum clarifies requirements such as a 5-year warranty, protection of the surface and coating during application, and the ability to work on multiple wall sections simultaneously while maintaining beach accessibility.

The addendum also addresses alternative removal methods, such as vacuum blasting, and notes that the awarded contractor can present detailed proposals for alternative means and methods for review and approval. Specific requirements regarding primer and topcoat removal percentages are also clarified, with the contractor required to follow the coating system manufacturer's instructions if more stringent than the specifications. The addendum emphasizes the need for full containment during coating application to prevent environmental contamination.

Questions and Answers

1. Do you want a 5-year Warranty?

ANSWER: Yes, a five year warranty is required per I. Detailed Specifications, H.1.

2. Do you want full containment during coating application?

a. Note: If you don’t the surface and coating will be contaminated.

ANSWER: Per I. Detailed Specifications, G.2.g.iii., “The Contractor shall apply the coatings by Roller”. Loose sand will blow onto the surface on windy days. The

Contractor shall take necessary precautions to protect the system during its initial curing process, including forign material, rain, extreme temperatures, etc., according to the manufacturer’s installation instructions.

3. Can we work on several blocks of the wall at a time?

ANSWER: Yes, several blocks of wall can be worked on at a time, but the beach must remain accessible through the sea wall doors at every end-of-street.

4. Method of removal; possibly vacuum blasting, will this method be permitted?

ANSWER: It was noted during the pre-bid meeting, the bulkhead cap has been recoated several times since the wall was constructed. The Town of Ocean City and the State have determined the specified requirements are the best option due to the conditions near the ocean, public traffic, and proximity to businesses. The awarded Contractor can present alternative options for means and methods by presenting a detailed description of the method for review and approval, and performing a “mock-up” section of the wall for review and approval by DGS, DNR, and the Town of Ocean City.

5. Under full 100% containment will blasting be allowed?

ANSWER: See above response.

6. In your specs, Section G, 2, b, ii you are requesting 100% top coat removal plus 75% of

a. primer removal. This will not get you to where new primer is being applied to bare concrete or parge material as you request in the last section of ii. Do you want 100% primer coating removal to react bare concrete or parge material.

ANSWER: Contractor shall follow the requirements of the coating system’s manufacturer if more stringent than the specifications.

7. This is a large square footage of surface and the removal methods need to be either a form of blasting or high-pressure water with 100% of containment to obtain the correct Result.

Note: What you have completed on Blocks 4 & 5 would not be warrantable due to the fact it is contaminated by the environment and full of sand

ANSWER: See #5 response, above. With regard to the “Note”, the newly installed system is under warranty by the responsible contractor. One small area was observed with a small amount of sand in the paint at completion of that contract and the location is being tracked for review at the warranty inspections. Should any area fail within five years due to material or workmanship, the coating system shall be removed and reinstalled at no cost to the State.
