About this file

This is a Request for Application (RFA) issued by the Oregon Health Authority (OHA) for the review of waiver and hazard assessment requests under the Toxic-Free Kids Act. The procurement seeks qualified professionals or organizations to evaluate Quantitative Exposure Assessments (QEAs), Alternatives Assessments (AAs), and Hazard Assessments (HAs) submitted by manufacturers regarding children's products containing High Priority Chemicals of Concern. Applicants will be responsible for meticulously examining submissions using detailed review forms that assess exposure pathways, leachability, technical feasibility, and regulatory compliance. The RFA is open on an ongoing basis for five years, with applications accepted until OHA determines sufficient qualified contractors have been identified. There are no specified response dates, bidders' meetings, or award dates listed; rather, the procurement operates on a rolling application basis. The contract term is five years maximum, with individual Work Order Contracts issued on an as-needed basis for completed reviews.

Compensation for successful applicants is fixed at $200 per hour for completed reviews, with no guaranteed minimum level of work or funding. Applicants must demonstrate expertise in chemical assessment, provide examples of past work experience, and submit proof of commercial general liability and professional liability insurance. The procurement includes no specific set-aside designations for disadvantaged enterprises and does not identify any incumbent vendors or current contractors. Applicants must establish systems to track time, identify conflicts of interest, and maintain confidentiality of manufacturers' submissions. No overall budget range is provided, and OHA emphasizes that contractors will be compensated only for work actually completed. The contract covers Marion County and is administered through the Oregon state procurement system.
