About this file

This document is an Amendment (Amendment 0008) to the GSA OASIS+ Multiple Award Indefinite Delivery/Indefinite Quantity (MA-IDIQ) Request for Proposals (RFP) for an Unrestricted Contract. The amendment makes extensive modifications to the original solicitation, including expanding the number of domains from seven to thirteen by adding Business Administration, Marketing and Public Relations, Human Capital, Financial Services, and Social Services. Key changes include incorporating the Revolutionary FAR Overhaul references, revising contractor reporting requirements, updating proposal submission guidelines, and modifying evaluation criteria for qualifying projects and team members.

The amendment provides detailed instructions for potential offerors, with significant updates to sections on contract management, teaming arrangements, cost submissions, and proposal evaluations. Proposal submission capability will go live in the OASIS+ Submission Portal on January 12, 2026. The solicitation emphasizes transparency in team compositions, size representations, and contract administration, with specific requirements for joint ventures, subcontractors, and Mentor-Protégé arrangements. The amendment also includes updates to attachments, clarifications on indirect cost rates, and modifications to how qualifying projects and professional credentials will be evaluated.

83.”Corrected minor grammatical and formatting changes throughout RFP.

These changes are highlighted for awareness in the Amendment 0008 Conformed Copy.

Proposal submission capability will go live in the OASIS+ Submission Portal (OSP) on January 12, 2026.

The Revolutionary FAR Overhaul updates currently apply to the FAR. Some GSAR/M provisions and clauses may still reference outdated FAR clauses until conforming updates are issued. In the event of a conflict between the FAR (including RFO deviations) and GSAR/M text, the FAR presides.

System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in this solicitation. Contracting officers will rely on representations from offers based on provisions in the solicitation. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
