1. Statement of Commitment

The One Acquisition Solution for Integrated Services (OASIS)+ Multi-Agency Contract (MAC) is a Government-wide, multiple award, Indefinite Delivery, Indefinite Quantity (IDIQ) acquisition program for services. Should [Prime Contractor Legal Name] receive an award to perform services as a Prime Contractor in support of the referenced General Services Administration (GSA) contract, and provided that the Task Orders being pursued under this IDIQ would benefit from [Proposed Subcontractor]'s unique capabilities and experience, [Proposed Subcontractor Legal Name] agrees to provide services as a subcontractor to [Prime Contractor Legal Name].

The overall services that [Proposed Subcontractor] will provide include but are not limited to delivering professional services to support the [Insert Domain(s) – e.g., Intelligence, Engineering, Logistics, etc.] domain(s). [Proposed Subcontractor’s] specific scope of work will be determined at the Task Order level.

This agreement will remain valid throughout the period of performance as defined in the terms and conditions of the awarded OASIS+ contract, including the option period, if exercised.

2. Authorization to Use Past Performance

In support of [Prime Contractor’s] OASIS+ proposal, [Proposed Subcontractor] authorizes [Prime Contractor] to include its project experience and past performance for the GSA OASIS+ [Insert applicable contract vehicle name - i.e., SB, 8(a), SDVOSB, WOSB, HUBZone, or UR] contract.

3. Statement of Understanding – Limitations on Subcontracting (not applicable to the OASIS+ Unrestricted RFP or resulting Unrestricted contracts)

[Proposed Subcontractor] understands that, in accordance with FAR 52.219-14 (Oct 2022) (Deviation Nov 2025) and the requirements of the OASIS+ contracts, a small business concern contracting for services will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.

Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 50 percent subcontract amount that cannot be exceeded.

Furthermore, [Proposed Subcontractor] acknowledges that when a contract includes both services and supplies, the 50 percent limitation will apply only to the services portion of the contract.
