| Introduction: Offerors are highly recommended to review the entire solicitation, with a strong emphasis on Sections L and M of the RFP. Section L details the instructions to Offerors while Section M details the evaluation factors for award. | ||

| 7 and 8 | D through P | In Row 7, the template has been pre-populated with Fringe Benefits, Overhead, and G&A indirect cost pool names. Offerors with a different indirect rate structure than that included in Row 7 are able to edit the indirect cost pool names and are provided with ten additional columns to include additional indirect rate(s), Columns D through P, as applicable. |
In Row 8, enter indirect rate percentages, rounded to two decimal places, for each indirect cost pool included in the Offeror's indirect rate structure applicable to the proposed direct labor rates.
For example, if an Offeror has two Overhead cost pools/rates included in their indirect rate structure, the Offeror will insert the name of each Overhead cost pool/rate into Row 7, within Columns D through P, and will enter the applicable indirect rate percentage into the corresponding column in Row 8. If the Offeror does not have a separate Fringe Benefits final indirect cost pool/rate, the Offeror may remove that indirect cost pool name from Row 7 and rename to an indirect cost pool that is included in the Offeror's indirect rate structure.
If an Offeror has a total of more than 13 indirect cost pools/rates, it may combine (i.e., wrap) multiple indirect rates into a column. A description of each of the rates and an explanation for combining them must be provided in the Basis of Estimate. See RFP Section L.5.7.3.

Offerors with a different indirect rate structure than that pre-populated in the template have the ability to edit the formulas to apply their actual indirect rates to the appropriate allocation bases. A description of each of the rates and their allocation bases must be provided in the Basis of Estimate. See RFP Section L.5.7.3. |
| Escalation: Sole source T&M/LH ceiling rates for Years 1 through 15 will automatically be calculated for each labor category by applying an escalation factor of 4.41%, which is embedded in the spreadsheet. Escalation is included in the Year 1 fully burdened (i.e., loaded) hourly labor rates to allow sufficient time for proposal evaluation between proposal submission and awards. This escalation factor is based on the average of the annual Bureau of Labor Statistics Economic Cost Index (Wages and salaries for Private industry workers in All industries and occupations, 12-month percent change) for the previous three years. Offerors shall not change the escalation factor in the spreadsheet. | ||
